Description
The National Institutes of Health (NIH), Office of Logistic and Acquisition Operations (OLAO), Division of Station Support Acquisition (DSSA), Simplified Acquisition Branch (SAB) intends to procure a GeneChip Station 400 System from Affymetrix Inc., 3380 Central Expressway, Santa Clara, CA 95051. The GeneChip Station 400 System shall consist of the GeneArray(TM) scanner, Fluidics Station 400, a Hybridization oven, a state-of-the-art workstation loaded with Affymetrix Microarray Suite software, a one-year service agreement and installation and training. The GeneChip System shall provide DNA micro-arrays containing at least 10,000 different target sequences per square centimeter of solid support substrate and the sequences will be represented as 25-mer oligonucleotide probes immobilized on a glass support using light directed solid phase combinatorial chemistry. The arrays will utilize approximately 10-20 paired oligonucleotide probes per gene for analysis. The arrays will contain sequences from UniGene, GenBank, Saccharomyces Genome Database, TIGR databases or other databases currently available. The arrays must be sensitive enough to detect mRNA transcripts at the rate of 2-3 copies per cell. The arrays shall also be sensitive enough to identify mRNA concentration level changes 2-3 fold and greater for high sensitivity expression comparison. The NICHD has a significant experimental investment in this technology and it is essential to maintain the integrity of ongoing experiments by not introducing new variables into ongoing protocols. It is the Government's belief that the system is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified acquisition procedures for certain commercial items as authorized in FAR 13.5. Affymetrix, Inc. is the only organization known that offers the aforementioned features that are required and believed to be unique. It is the Government's belief that these requirements may only be met by Affymetrix, Inc. This is not a formal solicitation, however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results. The statement and any other supporting information must be furnished in writing and must contain material in sufficient detail to allow the NICHS to determine if the party meets the requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 p.m. EDT, on January 3, 2003, to Carol Hayden, 6011 Executive Blvd, #529-T, Rockville, MD 20852. A determination by the Government not to compete this proposed requiment based upon responses to this notice is solely within the discretion of the Government.
