Description
NA This procurement is for the solicitation of a Two-Phase firm fixed price contract for Brush Creek Prospect Bridge and Channel, Kansas City, Missouri. The work to be performed will consist of demolition and replacement of the Prospect Avenue Bridge, includ ing traffic signaling, and approximately 2500 feet of re-channelization of Brush Creek. The work also includes the construction of dams, walkways and landscaping. Permanent pools of water will have provisions for re-circulation and drainage for maintenan ce at the dams. Walkways will be lighted and incorporated landscaping and landings around the dams and on pedestrian ramps leading from Prospect to the channel, which will be compliant with the American Disabilities Act (ADA). This procurement will be con ducted IAW FAR 14.5 ? Two-Step Sealed Bidding. Requirements for the technical proposal (Step One) include the submission of (1) Offeror?s Past Performance (2) Small Business Subcontracting Effort and (3) Quality Control Plan. The aforementioned requirem ents to be included in the technical proposal are the evaluation criterion. No pricing is involved in Step One. Offeror's should submit proposals that are acceptable without additional explanation or information. The Government may make a final determin ation regarding a proposal?s acceptability solely on the basis of the proposal as submitted; and The Government may proceed with Step Two without requesting further information from any offeror. However, the Government may request additional information f rom offeror's of technical proposals that it considers reasonably susceptible of being made acceptable; and may discuss proposals with their offeror?s. Only one technical proposal will be submitted by an offeror in Step One. Submissions of multiple techn ical proposals are not acceptable. A notice of unacceptability will be forwarded to the offeror upon completion of the technical proposal evaluation and final determination of unacceptability. Step Two involves the submission of sealed priced bids by tho se who submit acceptable technical proposals in Step One. The actual delivery or performance requirements will be contained in the invitation issued under Step Two. Bids submitted in Step Two are evaluated and the awards will be made in accordance with F AR 14.3 and 14.4. NOTE: Only those offeror?s submitting an acceptable technical proposal will be able to participate in Step Two of this process. Up to five proposers may be selected in PHASE ONE, only these successful proposers will take part in Phase Two of the evaluation process. Offeror?s will be evaluated on both technical and price. The Government reserves the right to reject any or all proposal prior to award; Step Two Criteria is (1) Sealed Bid Prices. In Step Two, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for awards. Each bid in Step Two must be based on the bidder ?s own technical proposals. Offeror?s will be evaluated on both technical (Step One) and price (Step Two). The Government reserves the right to reject any or all proposals in Step One and prior to award. Only those technical proposals determined by the Government to be the most advantageous to the Government will be accepted. The receipt date for proposals in Step One is by 1:00 pm (Central Time) on January 23, 2002. The magnitude of construction is estimated between $5,000,000 and $10,000,000. THIS I S AN UNRESTRICTED PROCUREMENT. NAICS CODE 234120 applies to this procurement. Phase One criteria and submission requirements will be available on January 2, 2003 via CD. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
