- NA Breckenridge, MN Stage 1 - Flood Control Project Construction This project consists of constructing a diversion channel designed for a 110-year flood event. The channel will divert high flows of the Otter Tail and Bois de Sioux Rivers to the Red River of the North. The channel will run parallel to Highway 75, start ing just west of the 11th street bridge, progressing north across Highway 210 and County Road 16, then proceeding northwest across Highway 75 until combining with the Red River of the North. The channel consists of approximately 2.9 miles of new diversion channel. Work related to the diversion channel includes 3 new bridges with related pavement work, a concrete drop structure, and the rip rapping at various locations. Spoil piles will be placed on both sides of the diversion channel for the majority of the channel length. THIS PROCUREMENT IS ISSUED UNRESTRICTED UNDER THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM (PUBLIC LAW 100-656). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237990; SMALL BUSINESS SIZE STANDARD IS $28.5 MILLION AVERAGE ANNUAL GRO SS REVENUE OF THE CONCERN TAKEN FOR THE LAST THREE FISCAL YEARS. The estimated magnitude of construction in terms of physical characteristics and estimated price is $5million and $10 million. In the event the apparent low bid amount exceeds $1 million, a nd the firm recommended for award is a large business, it will be necessary for that firm to submit a subcontracting plan, which will be subject to approval, prior to award. For the purposes of formulating the subcontracting plan, in the event it is neces sary, the following non-legally binding goals applicable to all subcontracting utilized in the performance of the contract are provided for informational purposes only: Small Business ? 61.4%, Small Disadvantaged Business ? 9.1%, Women-Owned Small Busines s ? 5.0%, HUBZone Small Business ? Maximum Percent (%) Practicable, Veteran-Owned Small Business ? 3.0%, and Subcontract Reporting (SF 294 & SF 295) ? 100%. Plans and specifications are planned to be available as of 13 February 2003, with bid opening 18 M arch 2003. Plans and specifications are available only by CD-ROM. The CD-ROM will be ordered by registering via the St. Paul District web site at www.mvp.usace.army.mil (click on ?Doing Business With Us ? Advertised Solicitations?.
