Description
This synopsis is a sources sought notice under BEP-03-0023. The approximate solicitation issue date is planned for early to mid January 2003. This announcement constitutes a Request for Qualified Available Sources to determine if there is sufficient number of small businesses in the Fort Worth, Texas area capable of providing Data Processing Production Engineering Service Support to the Currency Production facility of the Bureau of Engraving and Printing at Forth Worth. The BEP, Fort Worth has a non-personal service requirement for expert technical engineering and consultant support that will provide all supervision, personnel, equipment, transportation, material, and other items and services not provided by the government necessary to perform and provide the BEP with reliable and useable electronic bridges between BEP production and inspection equipment data sources and the users of the data, and to provide/recommend the means for additional data sources as requested. The Engineering Services of the BEP has responsibility to provide access to all required data that resides in the automated electronic inspection systems. Contractors will be require to perform extracting and exporting of data from existing databases and creating new databases to provide summary data in user specified formats. All work will be performed at the BEP Western Currency Facility, Fort Worth, Texas. All contractors must provide employees that are United States citizens, and possess or are capable of possessing a VERY HIGH ACCESS-level security clearances. A contractor shall be responsible to provide access to all required data that resides in the these Electronic Inspection Systems including FLOWSYS RDSS, NOTA SAVE, OCIS BPS 3000, and UMAS. Data will be converted by the contractor into reports specified including format by the BEP to use in process monitoring and process improvement. Primary customers will be Manufacturing Management and Supervision, Quality Assurance personnel, and Electro Mechanical Technicians. Definitions include FLOWSYS RDSS a process control data on printing press function, i.e. faults, temperatures, amperage draw, etc., NOTA SAVE an online automated inspection system ? uses imaging system that serves as a gross error detector for print defects on whole sheets of currency and causes sheets to be kicked into a reject pile when defective (no feedback loop currently). The OCIS is an Offline Currency Inspection System that uses imaging technology, golden standards, and jitter adjustments to reject sheets that deviate from the golden image, and the BPS 3000 is a Banknote Processing System used to test individual currency notes for various anti-counterfeiting features. The UMAS means Universal Magnetic Authentification System ? checks properties of magnetic signal in sheets of currency. PRIMARY TASKING INCLUDES the following: TASK 1: DOCUMENT DATA SYSTEMS INFASTRUCTURE in which the contractor shall create, maintain, and make available lists of all data available from the following proprietary systems: FLOWSYS RDSS, NOTA SAVE, OCIS, BPS-3000, and UMAS., as well as any similar system added in the future (example: systems for Next Generation Currency). The contractor shall create, maintain, and make available lists of all data available from the following proprietary production process control/monitoring systems: FLOWSYS RDSS - as well as any similar system added in the future (i.e. new production equipment with new or different process control/monitoring systems. TASK: Diagram data flow. The contractor shall create, maintain, and make available comprehensive flowcharts of data origin and progression through various server and software systems. TASK 2:Provide gap analysis The contractor shall review BEP data reporting requirements and provide a written ?gap analysis? with regard to availability and usability of data with regard to each type of report requested by the BEP See technical exhibit TE-5, ?Possible Reports? for examples of what may be requested. These are examples and are not meant to be all inclusive. By the nature of how the data will be used ? process improvement, long-term and short-term problem solving, etc., the reporting requirements will be dynamic. TASK: Determine mutually agreeable solutions in which the contractor shall meet a minimum of once each week with the COTR and/or other BEP representatives as determined by the COTR, in order to pursue mutually agreeable solutions. TASK: Provide custom reports that provide data, summaries, and custom reports as agreed upon to all customers. Typically report should have definable parameters such as date and time in addition to selecting specific output devices and variables or attributes. Reports may be requested either for on a regularly scheduled basis (automatic printout) or on a one-off basis (on demand), such as for troubleshooting a specific problem on the production floor. As needed use knowledge of UNIX in data acquisition and transfer and convert ASCII data into ACCESS or ORACLE databases Write Sequel queries, TASK: Transfer information from ORACLE into Crystal Reports , TASK: Transfer information from Microsoft ACCESS into Crystal Reports Recommend new or different front-end report viewing systems as appropriate. TASK: PROVIDE TECHNICAL SUPPORT including on-site support in which the contractor shall provide on-site support of data extraction and reporting systems and applications software. This will include responding to and troubleshooting/ correcting user reported problems and interface issues (hardware and software). TASK Provide phone support and trouble call support to all end-users of data extraction and reporting systems and applications software. TASK: Support upgrades in which the contractor shall utilize and support upgrades where data acquisition is concerned and shall support the Next Generation Currency, including linking into process control data and automated inspection system data outputs. TASK SERVE AS TECHNICAL CONSULTANT in which the contractor provides appropriate training on data acquisition and reporting systems as used/created by the contractor. TASK: Provide information on new technology in which the contractor shall provide BEP management with information such as reports and industry articles on new data acquisition and reporting technology. This is for the purpose of fostering ideas and shall be done on at least a semi-annual basis and recommend new methods on an as-needed basis, the contractor shall prepare written recommendations on alternate data management methods and data flow scenarios. TASK: provide plan for optimum system where the contractor shall conduct a comprehensive analysis on the existing data management and reporting infrastructure (hardware and software) and provide BEP management with a system plan that would enable maximum utility and efficiency. The plan will address server choices, database software, report compilation software and other items as applicable. The plan shall include estimates of hardware and software costs, maintenance and support considerations, labor and overhead estimates, any other resources required as well as a proposed project management timeline. DEPENDING ON THE LEVEL OF VENDOR RESPONSE AND QUALIFICATIONS RECEIVED, the BEP shall decide whether this requirement shall be a set-aside for small business or unrestricted. The Period of performance for this service is planned to include a basic year with four one-year option periods.
