- Description
- NASA/JSC plans to issue a Request For Proposal (RFP) for the ISS Cargo Mission Contract. This is Contract C in the ISS Contract Strategy. The effort includes products and/or services that support Mission Planning, Cargo Coordination, Stowage Integration, Analytical Integration, Physical Processing, On-Orbit Operations, Sustaining Engineering, Management and Integration of Commercial Carriers and Services, and options for certain additional services such as Space Shuttle Program services, HTV NASA Pre-Packed Cargo Processing and ATV NASA Pre-Packed Cargo Processing. This procurement will be conducted under full and open competition. The resulting contract will have small business goals that must be met by 1st tier subcontracts only. Second tier subcontracts and beyond cannot be counted toward small business goals for this contract. The total small business goal for this contract is 19%. The Small Disadvantaged Business (SDB) goal is 9%, Women Owned Small Business (WOSB) is 4%, HUBZone business is 1%, Veteran Owned Small Business (VOSB) is 1%, Service Disabled Veteran Owned Small Business (SDVOSB) is 1% and HBCU/MI is 1%. Potential offerors interested in locating subcontractors or teaming arrangements should access the list of ineterested sources located at http://jsc-web-pub.jsc.nasa.gov/bd01/excellent-strategy/ . The contract type chosen for this acquisition is a cost-plus-award-fee contract. The basic contract period of performance will be 4 years, nine months and will contain two 1-year priced options to be exercised at the Government?s discretion. The total period of performance if all options are exercised is 6 years, nine months. The provisions and clauses in the RFP are those in effect through FAC 01-10. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541710 and 1,500 respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of DRAFT RFP is on or about February 2003. The anticipated release date of the FINAL RFP is on or about May 2003 with an anticipated proposal due date of on or about June 2003. The Government anticipates award of this contract on or about October 2003 with the period of performance beginning on or about January 2004. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
