- Description
- The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for dockside repairs of the USCGC ESCANABA (WMEC-907), a 270 foot ?B? Class Medium Endurance Cutter. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 11 January 03 with quotes due on or about 27 January 03. Along with their prices and past performance information, prospective quoters will be required to provide the following information for the technical evaluation: (1) On Work Item 2, Clean and Inspect MDE Jacket Water Heat Exchangers, quoters will need to provide documentation showing the method they intend to use to clean the heat exchangers, (2) A resume for the marine mechanic or supervisor, who will be responsible for work items 2, Clean and Inspect MDE Jacket Water Hear Exchangers; 4, Inspect and Overhaul Simplex Sea Strainers; 5, Overhaul STBD Anchor Windlass Assembly; 6 Overhaul Warping Capstan Assembly; and 7, Inspect Talon Grid Installation in the specifications, and (3) a Gantt Chart showing the schedule that he/she plans to use to start and complete the various work items within the period of performance. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. All work will be performed at the vessel?s homepier, which is Boston, Massachusetts. The performance period will be 54 days with a start date on or about 21 APR 03. Provide all labor, material and equipment necessary to perform dockside repairs including but not limited to the following Base Items: Clean and Inspect Diesel Fuel and JP-5 Fuel and Oil Tanks, Clean and Inspect Main Diesel Engine Jacket Water Heat Exchangers, Renew HVAC and Preheater Units, Inspect and Overhaul Simplex Sea Strainers, Overhaul Starboard Anchor Windlass Assembly, Overhaul Warping Capstan Assembly, Inspect Talon Grid Installation, Preserve Weather Decks, Resurface Flight Deck, Renew Hydraulic Oil Filling Piping, Renew Lube Oil Fill Piping, Renew Plating in Boswain Hole, Renew Deck Covering Systems in Eight (8) Compartments, Chemically Clean Grey Water Piping Systems, GFP Report in accordance with solicitation and Travel and Per Diem. Option items include but are not limited to the following: Composite Labor. All interested sources, large or small, may submit a quote, which shall be considered by the Coast Guard. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE). The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
