Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This is a competitive action set aside 100% for small business. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation number N61339-03-R-0019 is issued as a request for proposal (RFP). All references to ?offers? are understood to be ?proposals?. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-10 and DFARS Change Notice 20021122. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. FAR 52.219-6, ?Notice of Total Small Business Set-Aside? is hereby incorporated by reference. The NAICS code is 333319 and the small business size standard is 500. The requirements of this PC-based Tactical Decision Simulation (TDS) are as follows: Create a PC-based logistics Tactical Decision Simulation (TDS) to train USMC Officers and Staff Non-Commissioned Officers in the logistics of the battlefield in accordance with (IAW) the attached Solicitation N61339-03-R-0019, SOW (SOW 030021 dated 27 December 2002), Performance Specification (PRF 030022, dated 27 December 2002), DD Form 1423-1 Contract Data Requirements List (CDRL) A001 ? A009, dated 27 December 2002, Competitive Proposal Requirements and Selection Criteria, and Special License Rights and Permission.
