- This notice modifies the presolicitation notice for solicitation SP0100-03-R-0008 posted on 29 October 2002 for Trousers, Extended Cold Weather Clothing System (ECWCS), Woodland Camouflage, 1st Generation. This solicitation will be issued as follows: The Government intends to award 3 contracts under this solicitation but reserves the right to award less if it is in the Government's best interests. There will be 3 lots in this solicitation. Lots will be as follows: Lot 1 - 100% Hub Zone Set-Aside - Min/Max: 48,000/144,000 pairs 1st Generation Woodland Trousers 8415-01-228-1341(s) Lot 2 - 100% Set-Aside Small Business Concerns Min/Max: 48,000/144,000 pairs of 1st Generation Woodland Trousers 8415-01-228-1341(s) Lot 3 - 100% Set-Aside Small Business Concerns Min/Max: 54,984/ 300,000 pairs Desert Trousers 8415-01-474-3633(s) 6 monthly delveries will be required at a rate of 16,000 pairs per month starting 180 days after award. There will be an 18 month ordering period on each contract. Any resultant contract(s) will contain (1) one eighteen month term option with the same minimum and maximum quantities as the base term. Best value source selection procedures will be utilized to select the successful offeror(s). The evaluation factors will include Product Demonstration Models (PDM's), Past Performance, Industrial Mobilization, DLA Mentoring Business Agreements and price. All responsible small businesses may submit a proposal for consideration to DSCP. Gateway posting of the RFP will be in February 2002. Offerors should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.mil/home AFTER December 15, 2002 (estimated date). Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
