Description

The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Michael Ware for implementing components for a test bed facility. The services needed include: design, construct and testing sources of single photons based on parametric down conversion; assisting with prototype cable-based system to evaluate metrics and produce report finds. The main areas of technical focus will be in the area of implementation and analysis of Single-Photon, On Demand Source, Test bed Optimization, Operation, and Maintenance. Knowledge of laser systems, computer modeling, and optics is required. A Ph. D. degree in Physics, with demonstrated expertise in optical pulse propagation in dispersive stems and quantum communication is a requirement. Dr. Ware has expertise in quantum communication, optical pulse propagation in dispersive systems, linear and nonlinear optics, lasers and computer modeling. The Government anticipates the award of a firm-fixed price purchase order on or about January 15, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by January 10, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
