Description
NA The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate and award sole source , Cost Plus Fixed Fee contract to Stolar Research Corporation for the enhancement of Electromagnetic wave Detection and Imaging Transceiver (EDIT) landmine detector in an effort to increase its probability of detection and reduce false alarm rate. The ED IT landmine detector was developed by Stolar Research Corporation formally known as 'Raton Technology Research' under the US Humanitarian Demining Program to detect and image of shallow-buried metallic and nonmetallic landmines. The EDIT landmine detecto r is a handheld detector and features a detection sensor which based upon the application of a Resonant Microstrip Patch Antenna (RMPA); an imaging that displays the change in the impedance of RMPA from its calibrated value to form real-time silhouettes of buried objects; a tracking of a sensor head within survey area; and powered by 12V rechargeable battery. The sensor head-tracking feature provides an additional benefit of showing the operator if an area has been missed during the scan of the suspect are a. Under this effort the contractor will be required to improve the overall performance of the EDIT landmine detector through performance of the following tasks; 1) Integrate a newly developed Microelectromechanical Systems (MEMS) accelerometer for self-c ontained sensor-head tracking feature to enable the sensor head speed as well as position tracking; 2) Upgrade original 486 microcomputer with QNX operating system to the Intel StrongARM processor and the Microsoft CE operating system; 3) Implement color g raphical user interface (GUI) and enhance the user interface for ease of calibration and operation; 4) Develop an artificial intelligence algorithms to determine the frequency of maximum scattering cross section and also to characterize and identify of a buried landmine; 5) Redesign the hardware for the reduction of weight to 3.5 pounds; and 6) Conduct multiple data collections and field tests at Gov't designated test sites. It has been determined that Stolar Research Corporation is the 'Only One Respons ible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requ irements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provided the required EDIT Landmine Detector improvements may submit a quote that shall be considered by the agency. Responses should be no l onger than five (5) pages. Responses must be submitted via email and must be received no later than 30 calendar days far the date of this notice. All requests for further information must be in submitted via email, telephone requests for additional infor mation will not be honored.
