Description
NA A DRAFT Request For Proposal (RFP) will be released on or about 15 JAN 2003 for industry in preparation of the release of the official RFP later in the quarter. This synopsis serves the dual purpose of advertising both the draft RFP and the official RFP. The draft is being released to enable industry to formulate written questions and inquiries and to enable the formulation of teaming arrangements prior to the release of the official RFP. A briefing will be conducted by INSCOM to address the industry com ments in a forum type setting. The new Request For Proposal (RFP) for the GENESIS II effort will follow shortly after the briefing and will reflect pertinennt information gained from the draft RFP questions and comments. It is expected the RFP will be iss ued as a Cost Plus Award Fee with Award Term provisions. The contract will have a base plus four one year options plus potential additional performance based upon award term. The total support services for this RFP include the requisite management and tech nical expertise needed to provide operational, program management, custodial, aviation oversight, prime mover maintenance, logistics, life cycle maintenance, quality assurance, engineering, prototype development and fabrication, systems integration, new sy stems installation and training, QRC deployment, transportation services, diagnostic and operational testing, repair, training, fielding, warehousing, and facilities and installation support. These services will be provided on lightweight, portable, scien tifically advanced, one-of-a-kind or limited production ground and airborne electronic intelligence systems, associated mission support equipment, their prime movers, mission and troop support facilities and surrounding grounds, installation infrastructure , power generation and environmental control systems, security systems, fire detection and prevention systems, erosion/flood control systems, and on other mission system and site ancillary equipment at HQ INSCOM and at INSCOM and INSCOM supported units/sit es worldwide. GENESIS II will incorporate complete logistics planning and programming; software development, programming and modification; hardware design and integration; network management and technical control of mission equipment. The contractor must b e able to electronically track all program financial mangement matters and expenditures by task, location, fund type, commitments, obligations, payments, balance, cost to complete, etc., and be able to provide requested information to the Government within one working day that is 95% accurate and current within the preceeding two weeks. This contract is neither intended for, nor oriented toward, manufacturing or production of new hardware.
