Description
The National Aeronautics and Space Administration (NASA) is planning to issue a draft RFP in the March 2003 timeframe for the acquisition of Space Mission Communications and Data Services. The SMCDS solicitation will succeed the current NASA Consolidated Space Operations Contract (CSOC), which will expire in December of 2003. Sources Sought: NASA is seeking capabilities from small, small disadvantaged and women-owned small businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement. Currently, the SMCDS requirement includes six separate work packages. Marshall Space Flight Center has already conducted market research for two of the work packages (Huntsville Operations Support Center (HOSC) and NASA Integrated Services Network (NISN) ). This notification requests responses for the four other work packages from that are currently included in the SMCDS requirement (see Work Package and POC list below). You are requested to provide electronic responses (20 page maximum) via e-mail (including attachments) to the primary POC(s) for the work package(s) that you are interested in and capable of supporting. Your response is required by January 15, 2003. To facilitate a prompt review by the NASA team, a one (1) page summary shall be included with your capability statement(s), which identifies your company's specific capabilities that are relevant to the work package(s) you are responding to. Companies are also requested to provide your name, address, point of contact, average annual revenue for past 3 years, number of employees, and your Government size/type classification (large, small, small disadvantaged, HUBZone, Women-Owned Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and/or a Historically Black College and Universities/Minority Institution) on the summary page. It is insufficient to provide only general brochures or generic information. Copies of your capability statements may be made available to SMCDS Prime Contractor competitors in the future, and should therefore not contain company-sensitive information. NASA is also interested in potential prime contractor feedback related to subcontracting opportunities for the various work packages, given the possibility that they may be competed on an unrestricted basis. This feedback would be used as research information to support the analysis and development of subcontracting goals. This feedback should also be provided electronically via e-mail to the appropriate work package POC(s) by January 15, 2003. It is essential that you read this information before preparing your capability statement or subcontracting feedback. Prime Contractor Market Research: NASA is interested in specific procurement strategy feedback from potential prime contractors. NASA is considering a procurement approach that will award the best overall combination of contracts for multiple work packages. This may include a separate contract for each work package. However, we believe there may be potential efficiency benefits from companies who are capable of performing multiple work packages. The solicitation may consider these benefits as an evaluation element and could potentially result in multiple contract awards to the same vendor, or combined work packages under individual contract(s). Potential prime contractors are requested to provide feedback on the types of efficiencies (business or technical) that could be proposed/gained by awarding multiple work packages to the same contractor under multiple contracts or an individual contract.
