Description

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to negotiate on a sole-source basis a ten month contract with the Research Foundation on Mental Hygiene (RFMH) of the New York State Psychiatric Institute on 1051 Riverside Drive, New York, NY 10032 for a project entitled "National Epidemiologic Survey on Alcohol and Related Conditions (NESARC) - Wave 2 Questionnaire Development." The statutory authority to negotiate with the RFMH is 41 U.S.C. 253(c)(1) under FAR reference 6.302-1. The purpose of the proposed contract is to prepare a paper questionnaire for the Wave 2 NESARC. The RFMH is the only responsible source possessing the expertise, knowledge, and familiarity with the Wave 2 survey instrument necessary to accomplish this project.
