Description
The 377th Contracting Squadron, Kirtland AFB, New Mexico, is seeking potential sources to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to deliver high altitude balloons with an estimated payload capability of 4000 - 6000 lbs and a minimum altitude capability of 100,000 ft. The balloons must conform to all radar signature requirements as established by the Federal Aviation Administration. Delivery will be to AFRL/VSEI, Balloons Operation Group, Bldg. 850, Holloman AFB, NM 88330. This contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Anticipated requirement is 25 balloons with first order of 4 ? 5 balloons deliverable NLT November 2003. Subsequent orders from time of order to delivery should not exceed 90 days with final order delivery NLT November 2004. Anticipated contract length 15 - 18 months. Potential offerors should submit a Statement of Capability (SOC) that addresses the ability to perform the service to include but not limited to technical and production capability, quality control, current list of government and commercial customers and relevant company experience in the design, manufacturing, assembly and testing. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Firms responding should indicate if they are Small Business, Hubzone, SBA 8(a), Small Disadvantaged Business, Women-Owned Business, Historically Black Colleges or Universities (HBCU) or Minority Institutions (MI). For the purposes of being considered a small business, the following applies: NAICS Code 326299, Size Standard: 500 employees. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis.
