- The Air Armament Center?s Hard Target Attack Division, Precision Strike System Program Office (WMGH), plans to issue a Request for Proposal (RFP) on or about 21 Feb 2003 for the BLU-113 P3I program. This announcement serves as Notice of Contract Action (NOCA). This program is scheduled to begin in FY03 with two years to design, develop, and test a new or modified warhead leading to a production of approximately 350 All-Up-Rounds (AUR) beginning in FY05. The objective of this effort is to increase the penetration, survivability, and lethality of the current design to improve the capability in defeating hard targets. Survivability areas to be addressed are: fuze mounting hardware, payload, and case. The resultant warhead will be incorporated into the GBU-28 system with minimal impact to operations and logistic support. There will be no changes to the guidance and tail kits other than minor changes to adapters, lanyards, and other miscellaneous hardware required to accommodate potential reshaping of the warhead. Changes to mass properties will be permitted as long as those changes do not require a full flight certification program. The designated launch platforms are the F-15E and B2 aircraft and shall require no modifications to accommodate the resultant system. A Draft RFP (DRFP) is being issued concurrently with this notice on the government website, www.eps.gov, although certain DRFP attachments (and RFP attachments when one is released) will be available only through the Aerial Targets Information Management System (ATIMS). This requirement excludes foreign participation at the prime contractor level. Additionally, this acquisition will involve data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) and have submitted a DD Form 2345 to the contracting office shall be granted access to ATIMS. Request an ATIMS account for this procurement via internet at http://atims.hill.af.mil. Register for EGBU-28 BLU-113 P3I Program. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-353-3572) for further information on the certification process. The government will provide each interested offeror with an opportunity to participate in a ?dry-run? of oral proposals. This dry-run will be conducted using the DRFP. The purpose of this dry-run is to provide both the offerors and the Government with feedback, which should help offerors in preparing their formal oral proposals, and the government in evaluation of oral proposal procedures. The government team will use the experience to refine the DRFP into a formal RFP. The dry-run oral proposals are for learning and will not be recorded, or have any carry-over to the formal oral proposals. These DRFP dry runs will be scheduled the week of 3 February 2003. One day will be allotted per offeror. Request scheduling to present a dry-run oral proposal not later than 24 Jan 2003. You will be notified of the precise date and details concerning this dry-run opportunity.
