Description
The Naval Air Systems Command is planning to place an order with the McDonnell Douglas Corporation (MDC) a wholly owned subsidiary of the Boeing Company for an engineering study to address the transition of the Improved Capability (ICAP) III upgrade and integration of other tactical jamming requirements from the EA-6B aircraft to the F/A-18. This follows an initial effort begun by Northrop Grumman and includes options for engineering design support/development for the Gun Bay Equipment Pallet, USQ-113, ALQ-218, and the Wingtip Pod. The Government intends to negotiate solely with MDC pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. The work to be performed requires the application of technical knowledge, expertise, and detailed familiarity with the complex design, specification, integration and fabrication requirements of the F/A-18 aircraft weapon system. As such, MDC is the only source with the unique engineering expertise, tooling, facilities, and in-depth knowledge to fulfill the government?s requirement without delay or substantial duplication.
