- Description
- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposal are being requested and a written solicitation will not be issued. The solicitation number is NAMA-03-Q-0006 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2001-09 effective September 30, 2002. The government reserves the right to make an award on the initial quote without discussion on this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance and a responsible offers ability to meet the salient functional and technical requirements as listed below for this Training proposal. Offers must provide a detailed price proposal, in accordance with the requirements as listed below. BACKGROUND: National Archives and Record Administration is an independent Federal agency whose mission is to preserve the historically valuable records of the federal government. NW is responsible for the archival holdings of NARA in the Washington area. At the end of FY 2000 these included 1,606,000 cubic feet of records in two buildings Archives I in downtown Washington DC, and Archives II in College Park, Maryland. It is also responsible for providing storage and services at the Washington National Records Center in Suitland, Maryland, on a fee reimbursable for the records of the federal agencies in the Washington DC area. Training needs. NW has the need to provide training to its employees to improve the staffs ability to work more effectively as it must deal with many cultural differences in occupation, work organization, racial and ethnic backgrounds. This training needs to enhance people?s awareness and skills for understanding problems that arise out of the multi-level differences in perception and patterns of communication. Requirements. The contractor must utilize theater technique to train the NW staff. 2.1 Script concept. The contractors most provide a script concept for review prior to the performance. NW will provide comments within 30 days. The vendor must modify the script concept to take into account the comments from NW and submit the final script concept to NW within 20 working days after receiving the NW comments. The script concept must reflect an understanding of NW archival mission, and of its cultural environment, and it must address the major purpose for the training. NW must approve the final script concept. 2.2 Performances. The contractor must give eight performances that will be distributed among the three major NW locations in the Washington area- Archives I in downtown Washington DC area, Archives II in College Park, Maryland, and the Washington National Records Center in Suitland, Maryland. Each performance should last 2 to 2.5 hours including introductions, facilitation and audience interaction between scenes, breaks, and any post performance critique and review. The contractor must give two performances pre day unless authorized by the government. The eight performances must be given in the period from contract award though September 30,2003, on a schedule acceptable to the government. 2.3 Staffing. The contractor must provide sufficient actors to play all roles in the script and must provide facilitators at each performance. 3. Proposal Instructions. Prospective contractor must submit a brief, to the point written proposal that demonstrates the offers ability to meet these requirements. The proposal should include 1) the names of the script writer, actors and the facilitators with brief resumes to show their experience and capabilities 2) the names and the contact numbers (phone or e-mail of past clients 3) a price quote for the full cost of the contract Proposers should keep in mind that the government will evaluate all proposals in accordance with the evaluation factors in the next section. 4. Evaluation Factors The government will evaluate proposals with the following factors Factors 4.1 though 4.4 will be given even weight 4.1 Understanding the capability. The proposer must demonstrate understanding of the full range of the requirements and ability to do all the required tasks. The prospective contractor must demonstrate capabilities in using an interactive theater technique for the training sought by the government. 4.2 Related experience. The proposer must demonstrate relevant experience in performing interactive theater training with organizations of the same size and complexity of NW at the minimum. Knowledge and experience with government organizations is desirable. Knowledge and experience with archival organizations particularly government archives, is highly desirable. 4.3 Personnel. Though resumes or other material the proposer should demonstrate the qualifications of the proposed writer, actor and facilitators. Experience related to the needs of governmental and archival organizations is highly desirable. 4.4 Past performance. The list of previous clients must include organizations for which the bidder has successfully preformed live interactive theater for communication skills and cultural awareness training. Work with organizations of the same size and complexity of NW is sought as a minimum. Work with government organizations is desirable. Successful work with archival organizations, particularly government archives, is highly desirable. 4.5 Cost. Award of the contract to perform this work will be based on the governments assessment of the best overall value to the Office of Records Services Washington DC. However price is an important consideration and will not be ignored. Price is subject to becoming more important as a technical evaluation on the factors in 4.1 through 4.4 become more equal.
