- This is Amendment No.1 to solicitation number CON-03-0005. This amendment provides answers to questions received from prospective offerors. The are labeled followed by the BBG. The due date for receipt of proposals has NOT been extended. No aspects of this solicitation have been changed with this amendment. Q. (1) Can you provide specific definitions of SES categories A, B, C1 and C2 for the subject countries? A. (1) No, we cannot provide specific definitions of these SES categories. It is IBB's concern that contractors sample respondents in SES categories A through C2, "as these categories are commonly defined by market research agencies in the countries concerned." In conducting the research, contractors should apply categorization schemes drawn from previous experience or knowledge of market research in the area. Q. (2) What is the estimated total budget for this project? A. (2) The Government's estimated budget for this project is within the simplified acquisition threshold. However, the Government cannot disclose its estimated budget for this project. Q. (3) What is the approximate percentage of households in the market that have audio cassette or CD playback capability? A. (3) The contractor is to provide playback capability. See Statement of Work paragraph (e). Q. (4) What is the average Time Spent Listening to music radio stations among the 17-28 demographic in each country? A. (4) The BBG/IBB does not provide results from previous research to prospective offerors. It is a reasonable assumption that 17-28 year olds who listen to music one hour or more per week and music on the radio 30 minutes or more per week are not difficult to find in these countries. Q. (5) Is there a general acceptance of contemporary Western music in each of these countries? A. (5) The BBG/IBB does not provide results from previous research to prospective offerors. It is a reasonable assumption that a significant number of 17-28 year-old music listeners in these countries enjoy Western music. Q. (6) Is it necessary for an interviewer to administer each survey in-person in the home? A. (6) Yes. All interviews shall be conducted face-to-face in the home. See Statement of Work paragraph (e). Q. (7) Is there an "approved vendor list" of local field services in each country who may be sub-contracted to conduct the local screening, recruiting, test administration? A. (7) No. There is no "approved vendor list" for sub-contractors. Q. (8) Where will results be presented - US, abroad? A. (8) The research is intended to support the development of music programming for the IBB's Arabic language radio service, Radio Sawa. While fundamentally designed for internal programming use, results may be made public. Q. (9) What health and safety precautions will be employed on behalf of our representative(s) if travel to the subject regions is necessary? A. (9) Prospective offerors should consult US consular information on travel to the region (see www.state.gov). Q. (10) Should bids include necessary travel expenses? A. (10) Price quotations should include all expenses. See paragraph (ix) The Government will award a firm-fixed contract (purchase order).
