- This notice is a MODIFICATION to a synopsis previously published in the Commerce Business Daily on 03/07/00 to notify the public that this procurement will be conducted under FAR Part 12. It is the intent of the National Library of Medicine (NLM), National Institutes of Health, Department of Health and Human Services, to negotiate on a sole source basis pursuant to FAR 6.302-1(a) and U.S.C. 253(c)(1) with the College of American Pathologists(CAP), a not-for-profit Illinois corporation at 325 Waukegan Road, Northfield, Illinois 60093-2750, for a five-year fixed-price type contract. The contract will provide NLM with a license to incorporate SNOMED-CT (College of American Pathologists registered trademark) CAP's proprietary product, into the Unified Medical Language System Metathesaurus (National Library of Medicine registered trademarks); to use SNOMED-CT within the UMLS Metathesaurus for research purposes within the NLM, in NLM?s production data creation systems, and in its publicly accessible retrieval systems; and to redistribute SNOMED-CT within the UMLS Metathesaurus free-of-charge to U.S. entities for use within the U.S. for any health care, public health, research, educational, or statistical updates to SNOMED-CT. SNOMED-CT is a comprehensive, multi-axial, controlled terminology suitable for use in patient, public health, and research data. SNOMED-CT is a proprietary product of the College of American Pathologists, which has developed successive versions of the terminology over the past 40 years. Earlier versions of SNOMED are already included in NLM?s UMLS Metathesaurus. In several independent tests and evaluations, including the 1996/97 Large-Scale Vocabulary test sponsored by the National Library of Medicine and the Agency for Healthcare Quality and Research (then the Agency for Health Care Policy and Research) and other studies conducted by the Computer-Based Patient Record Institute, SNOMED was identified as the most comprehensive structured and controlled clinical terminology in the English language. These studies also showed that the United Kingdom?s National Health Service Clinical Terms (formerly known as the Read Codes) covered a similar, but slightly lower percentage of clinical concepts and, in some respects, provided coverage that was complementary to SNOMED. Subsequent to these studies, the College of American Pathologists and the U.K. National Health Service entered into an agreement and merged the two systems into SNOMED-CT, a comprehensive clinical vocabulary with an advanced and sophisticated knowledge structure, that is highly suitable for inclusion in the UMLS Metathesaurus and for use in the broad range of patient care, public health, research, educational, and statistical applications undertaken by NLM and other UMLS users. Because SNOMED-CT is a proprietary product of the College of American Pathologists, NLM has determined that the College of American Pathologists is the only source capable of providing it. All responsible sources may submit a proposal which will be considered by the National Library of Medicine. This notice of intent is not a Request for Proposals (RFP), nor is an RFP available.
