- NA 1. This is a combined synopsis and solicitation for the following commercial item: Family Readiness and Support Program Coordinator. This combined synopsis/solicitation is contingent upon available funding. This synopsis and solicitation is prepared in ac cordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicit ation is issued as a request for proposal (RFP). Submit written offers (oral offers will not be accepted) via mail, email or fax. All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. Standard Industrial Code 8322 and NAICS Code 624190 apply to this procurement, with a small business size standard of $6.0 mil. The following knowledge, skills, and abilities must be addressed in the response to this combined synopsis/solicitation: knowledge and familiarity of the Air National Guard , the 144th Fighter Wing, Fresno and the surrounding communities; possess organizational skills, and the ability to identify issues, strategize, plan, and implement necessary changes; communication skills; ability to work in a team environment; public rela tion skills; volunteer work experience; ability to meet deadlines; flexibility; i.e., long hours, travel, or change of routine in the event of a national emergency; development of training programs; and the ability to forecast needs. The individual select ed will be an independent contractor. This contract will be for one fiscal year with four option years. Compensation for this will be $40,000 for the first year. The contractor will coordinate information for seminars, conferences, and orientation works hops as appropriate for family members and volunteers. Conduct briefings and training for family members and volunteers. Develop and maintain local information, referral, and follow-up programs. Provide awareness for family program, family readiness care plans, and quality of life issues. Coordinate concurrently with their respective State Family Program Coordinator (SFPC), MAJCOM and NGB regarding unit Quality of Life and family readiness and support issues. Coordinate and facilitate communication betwe en family members and the unit. Prepare and disseminate information to family members within the unit on benefits, entitlements, schedule of events, missions, roles, and functions of the Air National Guard. Location of service to be performed: 5323 East McKinley Ave, Fresno, CA 93727. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. The provision at FAR 52.21 5-1, Instructions to Offerors--Competitive Acquisitions applies to this solicitation. Award will be based on the technical capability and past performance of responsible offers received. The Government intends to evaluate and award without discussions on this procurement. All proposals must be mailed to Base Contracting Office, 144 FW/LGC, 5323 E. McKinley Ave., Fresno, CA 93727, or faxed to (559) 454-5107. Proposals are required to be received no later than 2:00 PM PDT, Monday, January 27, 2003. A peri od of acceptance must be indicated on the proposal and must be good for 30 days.
