Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are bei ng requested and a written solicitation will not be issued. The Oregon Army National Guard is seeking Requests for Quotations (RFQ) from responsible firms to provide the following: Provide Telecommunications PBX and Key Systems Maintenance for the Oregon Army National Guard. This service contract will be for one (1) base year with four (4) option years to be exercised at the discretion of the Government. This contract will consist of five (5) critical areas of support, they are: Hardware Support, Softwar e Support, Alarm Monitoring, Security Screening, Preventative Maintenance. These areas of support are further defined as follows: 1.) Hardware Support- A.) Provide hardware maintenance and support for all Avaya PBX?s (Appendixes A thru G), Intuity Audix ( Appendix H), and Key Systems (Appendix I). B.) Provide on site repair if necessary. C.) If a covered component of a PBX, Intuity Audix or Key Sysrem cannot be repaired, it will be replaced with only new or refurbished equipment. The U.S Government accep ts responsibility to provide, and if necessary purchasing replacement components. D.) Provide this area of support 24 hours a day, 365 days a year. 2.) Software Support- Provide software programming, translations, and technical assistance as needed to au thorized personnel (Appendix J). 3.) Alarm Monitoring- A.) Provide 24 hours a day, 365 days a year remote monitoring, diagnostics and resolution for PBX and Intuity Audix system. If necessary, schedule an on-site repair with the Military Department, Stat e of Oregon, Deputy Chief of Staff Information Manager (DCSIM). B.) Provide a monthly activity as to results. Reports must be received by the Military Department, DCSIM no later than the 10th day of each month. 4.) Security Screening- A.) Provide contin uous security screening for PBX systems. Provide monthly report as to results. Reports must be received by the Military Department, DCSIM no later than the 10th day of each month. B.) Conduct quarterly, security audit of all Key Systems. Provide quarte rly reports as to results. Reports must be received no later than the 10th day of each new quarter (Jan. Apr. Oct.). 5.) Preventative Maintenance- A.) Conduct an on-site visit to each PBX on a monthly basis for the purpose of filter changes, tape backups and routine maintenance. B.) Conduct semi-annual maintenance for Key Systems. C.) Establish and maintain a maintenance log for each site. These logs will be considered U.S. Government property and will be inspected by the personnel listed in Appendix J on a routine basis. Other factors to be included are: A.) Certification- 1.) The selected firm must employ certified Avaya PBX?s and Intuity Audix system technicians with at least 5 years experience. This requirement shall exist throughout the life of t he contract. 2.) The selected firm must employ experienced Norstar system technicians with at least 5 years experience. This requirement shall exist throughout the life of the contract. 3.) All employees of the firm that work in and around Government fa cilities and have access to the Governments telecommunications equipment must pass the security clearance requirements set forth under the Law Enforcement Data System (LEDS). B.) Locality- The selected firm should reside or have office set-up within a 2-h our commuting distance of all Avaya PBX sites (Appendix A-G). This requirement shall exist throughout the life of the contract. There will be a Pre-solicitation conference on January 22, 2003 at 10:00 AM at the USPFO for Oregon, 1776 Militia Way SE, Sale m, Oregon 97309. This is a mandatory meeting for all prospective firms interested in submitting an RFQ. Allow adequate time to get through check-in and issued passes to attend this meeting. Failure to attend the Pre-solicitation conference will render the firm as non-responsive.
