- Description
- The Naval Facilities Engineering Command, Southern Division, is currently seeking potential sources for a Job Order Contract at the Marine Corp Recruit Depot, Parris Island, the Marine Corp Air Station Beaufort, the Beaufort Naval Hospital and associated areas within a 60-mile radius. This notice does not constitute a commitment by the Government. Market research is being conducted to determine interest and capability of potential sources from any 8(a), HUBZONE, or Small Business firms for this requirement. If adequate interest is not received from 8(a) concerns, consideration will then be given to setting the requirements aside for HUBZone concerns. If adequate interest is not received from HUBZone concerns, consideration will then be given to setting the requirements aside for Small Business concerns. Also, if adequate interest is received from 8(a) and HUBZone concerns, it is the Contracting Officer?s determination on how this will be set-aside IAW SBA Procedural Notice, Control No.: 8000-553 dated 10-10-2001. If adequate interest is not received from Small Business concerns, then the requirement will be issued unrestricted. Performance and Payment bonds will be required for any task order over $100,000. The contractor shall furnish all labor, transportation, materials, equipment, and supervision necessary to perform the required construction, maintenance and alterations. This includes, but is not limited to, general construction, building repair and maintenance, HVAC maintenance and repair and special trades. The contractor must prepare a cost proposal from the latest editions of Means Repair & Remodeling Cost Data (Commercial/Residential) and Means Facility Construction Cost Data in sufficient detail to ensure that all the individual tasks are identified, along with quantities to ensure the project includes all of the tasks. If the tasks are not included in the latest editions of Means Repair & Remodeling Cost Data (Commercial/Residential) and Means Facility Construction Cost Date, the contractor must provide justification as to why the task should be non-priced, and rational for the supporting pricing. Some of the disciplines that may be required are (1) Architectural: Dimensioned or scaled floor plans; building sections, wall and footing section details; related mechanical and electrical plans showing the interfacing of work of different disciplines, identifying the materials of construction, etc. (2) Civil and Structural: Propose minimum standard pavement, walk, and slab sections defined by the Asphalt Institute and Portland Cement Association; Standard Materials and Structures of the SC State Highway Administration such as curb and gutter or drainage structures. Contractor shall proportion footings for pre-engineered buildings given the column loadings and soil bearing values; proportion and select lintels, beams, bar joints, and other structural members from standard load tables given the live and dead loads; determine water, storm and sanitary utility line sizes and profiles, elevations and corrections to existing utility systems; establish positive slopes, finished grades and floor elevations, etc. (3) Electrical: Provide lighting and outlet layouts; wire sizes and conduit for given loadings, standard lighting and outlet circuits; size or main distribution and sub panels; size of service conductors and conduits; size of over current protection in accordance with the National Electric Code (NEC); layout and wiring diagrams in accordance with the NEC; (4) Mechanical: Contractor shall size and determine routing for ducts supporting HVAC systems including selection of grilles and diffusers; sizing, routing, and supporting piping in accordance with codes and manufacture?s recommendations; prepare working drawings for fire suppression and alarm systems; select and size equipment such as pumps and controls; prepare mechanical, equipment and utility room layouts; plumbing layouts. This list is not intended to be all-inclusive but rather to provide an overview of the variety of services required to support the Mission of Marine Corp Recruit Depot, Parris Island, Marine Corp Air Station Beaufort, Beaufort Naval Hospital and associated areas within a 60-mile radius. The entire solicitation will be available at the site for viewing or downloading. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments; therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. RFP issuance date will be on or about 10 February 2003. Any resultant contract will have a performance period that includes a base year with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. The NAICS for this procurement is 238990 with a size standard of $12 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The due date for responses is January 03, 2003.
