Description

Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for the maintenance support and engineering services for the Automated Message Handling System (AMHS) at USSTRATCOM to Telos Corporation19886 Ashburn Road, Ashburn, VA 20147-2358. The North American Industry Classification System (NAICS) code for this procurement is 514210. This acquisition is to renew the existing software maintenance agreement. The agreement will include product upgrades, telephone help desk support, engineering services, and training on software, which is strictly proprietary in nature. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because the introduction of alternate software would require complete re-training of developers, maintainers, and users which would not be a sound technical, security, or fiscal decision.
