- This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force Electronic System Center (ESC) to determine potential sources capable of designing and implementing the National Military Command Center (NMCC). This Foreign Military Sales (FMS) requirement was previously announced in a Sources Sought Synopsis in the FedBizOps on November 6, 2002. The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information provided in response to this synopsis. The NAICS code is 334111 with a SBA size standard of 1,000 employees. Interested parties should make it known if they qualify as a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Respondents should also specify whether they are a U.S. or foreign owned. The NMCC shall provide a central crisis management center complete with necessary equipment, software, and functionality to efficiently and effectively assess environments and to manage developing and existing crisis. The "necessary" equipment, software, and functionality is described within several ESC produced documents available on HERBB. [http://www.herbb.hanscom.af.mil] Interested parties are encouraged to review the following documents and presentation; "Concept of Operation", "Technical Architecture Description", "National Military Command Center (NMCC) Technical Requirements" , "National Military Command Center (NMCC) Interface Control Document" and "NMCC Industry Day (PPT)". The United States government has received and signed agreements with three FMS customers; Bulgaria, Slovakia, and Latvia for this capability. The NMCC shall be designed and implemented by the future prime contractor as a generic offering, "one size fits all", system. The prime contractor's responsibility shall include providing a set of generic interfaces capable of accepting data and information from sources required by each of the nations. The ESC documents define potential and expected sources of information as well as many implementation and technical standards. Interested parties are encouraged to submit information for ESC review describing their capability to serve as a prime contractor. (See screening criteria below). In addition, please include budgetary estimates of potential costs. It would be most useful to have budgetary costs reported for each of the following; a.) Overall Hardware, b.) Overall Software, c.) Overall Applications Engineering/Configuration, d.) Computer Aided Training e.) Simulation Features, f) Historical Archiving and Playback Features, g.)User NMCC Training, h.) Data Link1 Interfaces, i.) Weather Feed Interface, j.) News Feed Interfaces, k.) Common Operational Picture / GIS Features, l.) Operator Profile / User Configurable Features, m.) High Level Security, n.) Security Administration Features, n.) Fault Tolerance, o.) Database Design and Performance Engineering, p.) Dual Language (English, National Language) Features, q.) Multi-Media/Video-Conferencing Features r.) Systems Administration/Performance Monitoring Features, s.) Office Management Tools, t.) Email u.) Site Preparation and Commissioning. v.) Other Interfaces, w.) Two Years Maintenance, x.) On-Site Support, y.) Help Desk Services. Interested parties should respond in writing to Mr. Mark Patten, Contracting Officer, ESC/ACM 50 Griffiss Street, Hanscom AFB, MA 01731-1625 or by email Mark.Patten@hanscom.af.mil, on or before February 6, 2003. Material sent in addition to a statement of interest should not exceed 16, one-sided, 8.5X11 inch pages, with the font no smaller than 10 point. Please use the criteria below as a guide in determining your interest. Budgetary cost estimates as made available may influence a future NMCC Request For Proposal. Information submitted shall be treated as marked and shall be used for purposes stated by this sources sought synopsis. The qualification package for potential sources shall address the following screening criteria: a.) Demonstrated experience as Lead System Integrator (LSI) of complex military systems and complex software applications; b.) Extensive experience with FMS program (especially in Eastern European and NATO nations); c.) Offerors NMCC Concept - according to NMCC requirement (schedule and performance characteristics); d.) Extensive experience integrating complex relational databases (especially in Eastern European and NATO nations); e.) Verifiable capability to design, develop and implement: 1.) Systems and applications to collect, filter, enhance & store information from military and civilian source feeds, 2.) Interactive, multi-layered displays, 3.) Presentation and reporting applications, 4.) Separation of secure and classified information; f.) History of proven project management methodology and performance. Respondents deemed by the Government to be highly competitive or not highly competitive to plan and deliver a NMCC solution as a prime contractor will be contacted by the Contracting Officer.
