- NA A market survey is being conducted to determine if there are adequate Section 8(a) contractors in the states of Illinois, Indiana, Michigan, Missouri and Ohio (which is Region V) for this project. In addition, this survey also includes a search for SBA Hu bZone certified Small Businesses. HubZone businesses are not restricted to any specified area. The proposed contractor will design and construct two new buildings and supporting facilities. The main building contains a two story Reserve Training Center (4 4,094 sf) connected to a single story Vehicle Maintenance Shop (17,259 sf) and the other building is a pre-engineered unheated storage building (2,672 sf). The Vehicle Maintenance Shop will house unit Organization Maintenance Shop (OMS) activities and ful l time Area Maintenance Support Activity (AMSA). The buildings will be permanent construction with reinforced concrete foundations and floor slab, structural steel framing, masonry exterior walls, built-up and standing seam metal roofs, and efficient mech anical and electrical systems. The supporting facilities include site preparation, paving, fencing, site improvements, and extension of utilities to serve the project. Anti Terrorist Force protection features will be incorporated into design including ma ximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping and bollards will be used to prevent access when standoff distances cannot be met. This project will be for the Army Reserves in North Canton , Ohio. This project is planned for issuing on approximately 8 April 2003 with award scheduled by 30 June 2003. NAICS Code is 236220. This project will be a Request for Proposal including a technical proposal and a price proposal when issued. Low bid wi ll not necessarily receive the award. Technical proposals will be evaluated on such factors (as an example) of past performance, experience and technical approach. Twenty percent of the work is to be self performed. All interested Section 8(a) or HubZone businesses should notify this office in writing by mail at the above address to the attention of Debra Bruner or fax at 502.315.6194 by 4:00 (Louisville local time)on Thursday, 13 February 2003. Responses should include (1) Identification of company as S ection 8(a) certified in Region V or HubZone certified, (2) performance and payment bond capability on a project over $10 million, (3) Design/Build experience of this magnitude including completed design/build projects that are similar in size and scope to the proposed project, what percent you performed, how it was accomplished and references, (4) would your company be interested in proposing on this project and would your current work schedule allow for you to propose on this project and (5) have you obta ined experience in supplying and installing complete furniture packages. NOTE: If qualified Section 8(a) firms in Region V or HubZone firms do not respond, this planned contract action will be advertised as a full and open competitive acquisition. This is not a Request for Proposal.
