Description
The Coastal Systems Station (CSS), Dahlgren Division, NSWC, Panama City, Florida intends to solicit VistaScape Technology Corporation, 300 Galleria Parkway, Suite 690, Atlanta, Georgia 30339, on a sole-source basis with a Commercial Item Solicitation for analysis and interface software and associated processing and control hardware for a Contact Information Management (CIM) device designed to protect naval ships and installations. The VistaScape system has all the required critical elements (System Requirements: Utilize EO sensors to automatically detect and track object motion over both land and water (water in >80% of image); Generate contacts from EO sensors in a standard format (e.g. OTH Gold, NEMA) that can be displayed on a standard command/control/communications interface (C3I), and; Automatically control a pan/tilt/zoom (PTZ) controllable camera from user command to trac k detected object motion. Architecture Requirements: Operate in a Microsoft Windows? (prefer Windows 2000 Workstation or later) environment on an Intel/AMD-based PC platform; Output contact information in an Ethernet-compatible format (e.g. TCP/IP); Allow remote operation of contact management analysis software via wireless (802.11b) network; C3 interface capable of receiving contact information from multiple EO sensor suites as well as standard radar; C3 interface have threat management rule controls available to the operator, and; Contacts must be stored in a central historical database containing a video / image captured from contact, time/date stamp, position information, and user annotation available. Algorithm Requirements: Reliably (Pd > 90%) detect and track object motion (of objects ranging in size from personal watercraft, small boats, fishing vessels, up to commerci al and military ships) with minimal (<10) numbers of pixels on target; Minimize false detection (e.g. wave motion, tree limbs, other random motion) with a PFa < 20%, and; Be robust to sensor type (e.g. visible, infrared, omni-directional sensors, standard video sensors, high resolution). COTS Requirements: All major system components (below) must be in existence or require only minor modification to be compatible with ATCAPS requirements; Motion detection & tracking subsystem; Contact generation subsystem; Automated PTZ-camera control subsystem; Command/control/communications interface subsystem, and; Contact data storage subsystem) all ready and in place, without time-consuming and uncertain development. Delivery of eight (8) weeks will be to the Coastal Systems Station, 6703 W. Highway 98, Panama City, FL 32407-7001. NAICS Code 334511 applies. Size Standard is 750 employees.
