Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for comprehensive Acoustical Engineering Services in Support of the GRC Acoustical Testing Laboratory (ATL). Provide comprehensive engineering services to include the following: acoustical engineering, noise control engineering, vibration control engineering, occupational hearing conservation and speech communications, acoustical and vibration data acquisition systems (hardware and software), design and qualification of acoustical testing facilities, acoustical and vibration laboratory operation and management, and auditory visualization and auralization. The contractor must have demonstrable education and successful professional experience as an acoustical engineer that clearly indicates the capability of performing all aspects of the required work through a single source. The contractor must be Board Certified by the Institute of Noise Control Engineering. The following specific tasks are anticipated for the period of on or about performance dates of December 1, 2002 through September 30, 2003. Laboratory support: Provide support as needed for upgrades, maintenance, changes and corrections of acoustical data acquisition system developed by NAE. Maintain and upgrade procedures and software (developed by NAE) for performing sound power level testing to meet ANSI S12.34, and upgrade multichannel FFT capability in current ATL instrumentation system. Travel as necessary. Scanning sound intensity system: Fully test, debug as necessary, and document performance of system developed by NAE and Brigham Young University. Develop users manual. Work on-site at ATL during first two weeks in January. Visualization and auralization of acoustical data: Specify Phase one system to GRC GRUVE lab, collect and provide raw acoustical data, review GRUVE lab initial design, participate in trial in Cleveland, document results of trial, specify any needed changes, review new design, participate in a new trial, document results. Summarize current state of the art and develop recommendations for instruction. Travel as necessary. Low-noise design assistance for Fluids and Combustion Facility: Review FCF acoustic emissions test data for the Fluids Integrated Rack, prepare noise control recommendations, and assist FCF team in test planning and data analysis for follow-on tests. Travel as necessary, two visits minimum. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Nelson Acoustical Engineering, Inc. at Post Office Box 879, Elgin, TX 78621. The authority for this is FAR 13.106-1, 13.106-3, GRC3.9.2.2. This system was originally developed for NASA GRC by the above company and is totally proprietary information know only by Nelson Acoustical Engineering, Inc., therefore no other known company would be qualified to perform the work as is necessary. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 1/30/03 Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
