Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for maintenance and testing of 40 Ah Lithium-Ion batteries. The contractor shall furnish personnel, service, parts, materials, equipment and facilities necessary to test exting 40 Ah Lithium-Ion battery, data reduction and delivery the data in row and report form. LEO test operations are to be carried out on a 24-hour/7-day/week schedule, with personnel available for special testing and monitoring of automatic equipment, during nonscheduled working hours. LEO Test Profile: Temperature - 20 +-2 degree C; Orbit - 90 minutes (60 minutes charge, 30 minutes discharge); Discharge - 16 A constant current for 30 minutes (40 percent DoD); Charge - Charge at 20A constant current to VT limit for 60 minutes charge period. Start at VT level of 32V per battery. Data points to be recorded: cell voltages, cell temperature, pack current, ampere-hours in and out, and time. Period of Performance shall be one year from time of award. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Saft America, Cokeysville, MD. Saft America shall perform life cycle testing on a 40 Ah Litium Ion battery for the purposes of demonstrating the Low-Earth-Orbit (LEO) performance. Factors considered in determining this vendors' unique ability for this task are technology hardware readiness, project schedule, and prior experience. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
