Description
This is a sources sought synopsis. This sources sought synopsis requests information needed by the government prior to release of any potential solicitation. Details follow --- please reads this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED (BELOW) IN THIS SYNOPSIS. This is not a request for proposals and in no way obligates the Government to award any contract, nor will the Government compensate interested parties for any information which they may provide in response to this synopsis. This sources sought synopsis contains the most currently available information. This information is subject to change at any time. NAVSEA Indian Head Division, Surface Warfare Center, Indian Head, MD is seeking sources capable of providing Base Support Services for a base period of one (1) year with four (4) one-year option periods. These services are subject to competi tion regulations in accordance with OMB Circular A-76 guidelines. Tasks associated with Base Support Services include but are not limited to: Clerical Support - Performs document management and processes correspondence. Office Operations - Provides customer service, directs incoming calls/visitors, provides counter service, and operation of office equipment. Perform Program Management - Analyze organizational effectiveness and efficiency, evaluate organizational methods and procedures, analyze organizational functions, conduct efficiency/productivity studies, review administrative audits/investigative reports, evaluate new/improved business management practices, analyze management information requirements, conduct trend analysis, maintain personnel certifications, maintain equipment/property inventory, and investigate incidents of non-compliance. Perform Financial Account Maintenance - Open/close accounts and documents, receive, evaluate/validate, record, ,reconcile, and report accounting data. Provide Procurement Support - Administer procurement documents, record procurement data, monitor contract performance, track requisition, contract and/or order status. Manage bid information. Maintain Supplies and Stock Items - Establish/adjust stock levels. Assist with stock procurement. Maintain procurement documentation. Provide Physical Security Administration - Manage foreign travel requests/visitation. Manage Department of Energy special clearances. Administer local pass and identification program. Validate Freedom of Information Act compliance for outgoing papers and presentations. Provide Public Affairs Support - Conduct information programs. Evaluate effectiveness of information programs. Coordinate information dissemination events. Administer Supply /Contracts Information System - Administer Product Quality Deficiency Report (DPQDR). Administer Quality Assurance Certifications. Maintain Supply Department metrics and statistics. Administer the Contractor Performance Assessment Reporting System (CPARS). Update the Navy Electronic Commerce Online (NECO) System. Maintain the contracts web page. Administer Large Contracts distributions. Administer the Standard Procurement System (SPS) PD2. Administer the Management Information System (MIS). Administer Supply Department Information Technology (IT) equipment and programs. Provide Technical Data Control - Provide technical data. Manage technical data retrieval and storage system. Manage the technical documentation control record center. Manage the technical data/configuration management system (TD/CMS). Review technical data. Provide data managemen t services. Perform as Configuration Control Secretariat. Process ORDALT changes and revisions. Manage the nomenclature/serialization program. Conduct a Review of Training - Evaluate staff and instructor effectiveness. Evaluate training effectiveness. Develop course material. Provide course instruction. Currently, the government in-house workforce is performing these services. It is intended to perform a cost comparison, pursuant to OMB Circular No. A-76, in order to determine the most efficient and cost-effective service provider. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a Contractor is selected as the most cost-effective service provider, an award will be made in accordance with OMB Circular A-76 in conjunction with all other applicable Government and Navy acquisition regulations. If a contract award is made, Government employees displaced by the award will have the right of first refusal for positions with the Contractor for which they are qualified. Personnel and facility requirements will include the necessity to have or obtain security clearances, most likely at Secret Level. In addition, to assist in the planning of the acquisition strategy, please provide responses to the following information in your re sponse. For North American Industry Classification System (NAICS) Code 561410 with a threshold of $6M, please indicate the following: (1) Is your business large or small business? (2) If small, does your firm qualify as a small, emergent business or a small disadvantaged business? (3) If disadvantaged, under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub-zone" firm? (5) Is your firm a woman-owned or operated business? Also, provide responses to the following: (6) Provide a brief history of similar services and identify the agencies for which your firm has furnished these services. (7) Do you plan on being the Prime contractor or a subcontractor for this effort? Can your firm perform the entire task or do you intend on putting a team together? Please explain your capabilities and what your role on the team will be. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA INTERNET E-MAIL. It is anticipated that the solicitation will be released mid-July 2003.
