- NASA/LaRC plans to issue a Request for Quotation (RFQ) for renewal of annual maintenance for a LaRC owned Nexus model 670 FT-IR Spectrometer and value workstation, 1 ea; Continuum Microscope, 1 ea; Magna 750 Spectrometer, 1 ea; and an Almega Dispersive Raman Spectrometer. This equipment will be used to characterize advanced polymeric materials. The period of performance is 1 year with an option for one additional 1-year period. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Thermo Electron Spectroscopy, formerly ThermoNicolet Corporation, who is the only known responsible source and no other supplies or services will satisfy Agency requirements. This procurement is for a continuation of the current maintenance contract on this instrumentation. These instruments are critical in the identification of newly synthesized compounds that can be used as films, coatings, sealers and adhesives in various high-performance applications. These new materials will be used in programs such as Smart Materials and Devices, 3rd Generation RLV, and Space Durable Polymers. It would take substantial duplication of time and money for another company to provide this service and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
