- Description
- The Environmental Restoration Disposal Facility (ERDF) is a large CERCLA disposal facility that receives radioactive and chemically contaminated wastes from the Hanford Site. The facility currently consists of 4 disposal cells and will be expanded by this project to 6 cells. Each cell is approximately 500 ft by 500 ft at the base and 70 ft deep. At the surface each pair of cells is approximately 710 ft by 1420 ft. The construction project will excavate of cells 5 and 6, install a RCRA compliant double-liner, double-leachate and tie the leachate collection system to existing leachate piping. The Construction Quality Assurance (CQA) subcontractor will furnish all labor, technical and professional services, supervision, material, supplies, equipment and facilities necessary for performance of CQA services in support of construction of ERDF cells 5 & 6. Inspection, testing, and certification will be required for all aspects of construction listed herein: ?h Excavation ?h Soil classification ?h Placement of fill ?h Construction of soil liner test fill ?h Placement of soil liner ?h Construction of anchor trenches and sideslope riser trenches ?h Installation of geosynthetics ?h Installation of components for leachate collection system ?h Placement of gravel layers ?h Placement of operations layer The CQA subcontractor shall work to the requirements of an Owner-supplied CQA plan. The plan will be prepared to satisfy the regulatory requirements and guidance in 40CFR264.19, Standard for Owners and Operators of Hazardous Waste Treatment, Storage and Disposal Facilities, WAC 173-303-665 and ?V810 Dangerous Waste Regulations, and EPA/600/R-93-182, Quality Assurance and Quality Control for Waste Containment Facilities. At the completion of the project, the CQA subcontractor shall certify (by a professional engineer registered in the State of Washington) that Cells 5 & 6 and associated construction have been constructed in accordance with the CQA plan, drawings and specifications. The CQA subcontractor will be independent of the construction subcontractor. In addition to various progress and status meetings specified in the CQA plan the CQA subcontractor may be required to attend supplemental meetings with the DOE, regulatory agencies, or project personnel. Inspection activities will be described in the CQA plan and will include soil testing and classification, geotechnical testing, installation and performance of a double-ring infiltration (SDRI) testing device, soil and admix placement, and geomembrane and geosynthetic raw materials, manufacturing, fabrication, transportation, handling, and storage.
