Description
U.S. Army TACOM-ARDEC, Picatinny Arsenal, NJ intends to award a Firm Fixed Price contract on a sole source basis to The Ensign-Bickford Aerospace and Defense Company. The requirement is for the acquisition of a M15 Cap, blasting Non-Electric, delay. The contract will consist of the production of 18,000 to 30,000 M15 units. The contract will be awarded as soon as possible after the solicitation is issued. The M15 blasting cap consists of a 70-foot length of shock tube coiled in a figure 80 configuration. On one end it is a factory- installed 200 millisecond delay number 12 commercial blasting cap (outside diameter of 0.294 inch to 0.298 inch) and with a 25 millisecond delay cap packaged into a holder at the other end. The holder has the capability of holding a range of one to five shock tube lines. The shock tube consists of a small diameter plastic tube of extruded polymer with a very fine layer of energetic materiel deposited on the inner wall. The shock tube is non- fragmenting and noiseless. Sixty (60) M15 units are packaged in a wooden shipping container. The contractor shall submit test result of First Article Testing (FAT) 60 days after contract award. The total delivery shall be completed within 4 months after notification of approved FAT. The period of performance for this effort is 12 (12) months. We are utilizing the authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source. The government has determined that substantial duplication costs exists which are unlikely to be recovered through competition. These costs include the purchase of test samples, engineering and test support, etc for verification test costs. See Note 22.
