THE SOLICITATION IS AVAILABLE FOR DOWN-LOADING ON WWW.ESOL.NAVFAC.NAVY.MIL. YOU MUST BE REGISTERED AS A VENDOR ON THE ESOL NET TO BE ABLE TO DOWN-LOAD THE SOLICITATION. This solicitation contains provisions for the Miscellaneous Roof Repairs at the Naval Submarine Base New London, Groton, CT and Associated Facilities. This solicitation is for an indefinite quantity contract with a minimum guarantee of $25,000.00. The contractor shall provide all labor, materials, equipment, supervision, and management to: repair, patch, and install various roofing materials, as well as gutters, flashing, and pointing. This solicitation contains a base period and two (2) 12 month option periods to be exercised by the Government if found to be in its best interests. The options may be exercised without further notice. FAR Clause 52.217-8, Option to Extend Services, will be included in this solicitation. The NAICS Code is 238390, Roofing Construction Contractors, and has a Small Business Standard of $12.0 million. The Invitation For Bid, IFB, will be available only on the Internet. The IFB will be issued using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation Clause 52.219-4, Notice of Price Evaluation Preference for HubZone Small Business Concerns. The address for downloading this solicitation from the Internet is: www.esol.navfac.navy.mil. Downloading from the Internet is free of charge. All prospective offerors should register on this site by clicking on the entrance button to access and create an account. You may view the site without an account, but you will not be able to register for a solicitation. Enter your company?s information, then click on ?submit? and follow the remaining instructions. When the IFB package becomes available, your company will receive an e-mail notification indicating you may download the IFB package. An official Planholders List will be maintained on-line and can be printed from the web site. The Planholders List will not be faxed. Recording companies and Blueprint companies are required to register as well. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulations Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in the CCR may render an offeror ineligible for award of DOD contracts.
