Description
NASA Glenn Research Center plans to issue a Request For Offers (RFO) using Best Value Selection for REPAIR OF THE SEWER SYSTEMS - PHASE V. The project consists of base work and three (03) options for additional sewer work. This project shall include supervision, labor , material, mobilization and maintenance of traffic. THE BASE CONTRACT WORK CONSISTS OF THE FOLLOWING: Construct Building 425 Lift Station located on the north side of West Area Road and the west side of Abram Creek Culvert including site improvements such paving, drainage, and utilities. Construct approximately 400 meters of 100 mm HDPE Force Main from the Building 425 Lift Station to a manhole near Walcott Road. Construct approximately 844 meters of 200 mm vitrified clay sanitary sewer along West Area Road from the Building 425 Lift Station to manhole 620 plus approximately 10 service connections. Demolish and remove existing Building 400 Lift Station locate on the north side of West Area Road and the east side of the Abram Creek Culvert. Repair the West Area Road asphalt pavement near the Building 400 Lift Station. Option A: Construct approximately 96 meters of 200 mm and 60 meters of 150 mm vitrified clay sanitary sewer from manhole 506 to Building 300. Option B: Construct approximately 181 meters of 200 mm vitrified clay sanitary sewer along West Area Road from manhole 620 to manhole 650. Option C: Construct approximately 90 meters of vitrified clay sanitary sewer from the proximity of Building 108 to existing manhole 730. The project also includes maintaining the flow of sewage; maintaining pedestrian, delivery and emergency vehicle access to buildings; providing traffic control; disposing of excavated soil; performing surveying layout; obtaining required permits; demolition and restoration of the project area, restoring disturbed landscaping; performing quality assurance surveying; developing, keeping current, and providing as-built mark-up (red line) drawings; and providing operation and maintenance manuals. Calibration Equipment: The Contractor shall have laser levels calibrated prior to the start of laying pipe. Certificates of calibration shall be provided to the COTR prior to their use. Laser levels used on this project shall be calibrated at least once every six months. If any instrument is suspected of being out of calibration, that instrument shall be tagged for calibration and not used for any purpose until the instrument has been recalibrated. Trench Boxes: Trench boxes shall be certified by the manufacturer as to the maximum working depth. Contractor shall not exceed the trench boxes maximum working depth. The project includes maintaining the sewage flow, traffic control, obtaining the required permits, and demolition and restoration of the project area. The magnitude of the Construction project is estimated between $1,000,000. and $5,000,000. A FIXED PRICE CONTRACT is contemplated. This work is considered "HEAVY AND CIVIL ENGINEERING CONSTRUCTION". The North American Industry Classification System (NAICS) code is 237110 and $28.5 million in three-year average annual receipts for determining whether or not a business is small. THIS IS A 100% SMALL BUSINESS SET-ASIDE. Technical and procurement related questions shall be directed to: Erick.N.Lupson@nasa.gov. The firm date for receipt of offers will be stated in the RFO. Drawings and specifications will be available from a local BLUE PRINTER listed in the RFO. The Period of Performance shall be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". THE SOLICITATION SHALL BE POSTED AS SOON AS AN RFO OPENING DATE IS ESTABLISHED. The solicitation and any documents related to this procurement [with the exception of specifications and drawings] will be available over the INTERNET. These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
