- Description
- Indefinite Quantity Contract for Miscellaneous Asbestos Abatement and Lead Paint Abatement at various Postal owned and leased facilities in the geographical areas of Ohio, Pennsylvania and Philadelphia/South Jersey. The Cincinnati OH district includes the following zip codes in the Commonwealth of Kentucky and Southern Indiana, specifically 471,476, 477 & 410. At the discretion of the Contracting Officer, one or more contracts may be awarded from this solicitation. Contractors must possess the capability to handle multiple jobs concurrently. The project includes the removal, encapsulation, enclosure and/or repair of asbestos-containing insulation, fireproofing, and acoustical materials on pipes, boilers, ducts, tanks, structural members, ceilings, floors, and walls in accordance with EPA & OSHA regulations. The USPS can order the contractor to decontaminate asbestos-contaminated surfaces, decontaminate dirt floor areas, and repair, refinish, and replace materials that are damaged or removed. The contractor shall comply fully with the technical specifications, and will be closely monitored by the engineer. All work shall be performed such that exposures of contractor employees to asbestos fibers are minimized, building user exposure or building contamination is prevented, and asbestos waste and other contaminated materials are properly removed and promptly and legally disposed. The engineer shall have the right to stop work at any time established removal practices are not followed or test results indicate release of fibers into the environment or building of equal to or greater than the action level. The contractor shall not be entitled to additional compensation for delays because of shutdown caused by deviation/s to be established removal practices or testing for fiber releases. It is possible that portions of the work will be performed after work hours. The Contracting Officer in accordance with the Unit Price Schedule and Specifications will issue specific Work Order/s. One or more "Work Orders" will be issued totaling neither less than $10,000 nor more than $250,000 during a two (2) year period of the contract. The initial limit of $250,000 may be increased by modification as agreed upon by the Contractor and the Contracting Officer up to the maximum of $3,000,000. The Postal Service guarantees no specific number of Work Orders or a specific amount. The contractor will not be required to perform work under any work order where the value of work in any one building is less than $500. Offerors will be required to submit one (1) "Multiplier" to be applied to the various Unit Prices established in the "Unit Price Schedule". The multiplier must contain the Offeror's overhead, profit, bonds, insurance and all other contingencies. No allowance for such items will be made after contract award. Offeror must have at least five- (5) year's experience as an asbestos abatement contractor, be licensed in the state of service and have an office or branch in the area of the project. Packages will be available on or about January 22, 2003, at $100 per set, Non-refundable, referencing Solicitation #362575-03-A-0009. The Postal Service is interested in selecting the most qualified contractors who offer the best value for this solicitation. The information you provide in the Technical Proposal will be weighed equally between the Technical Proposal and the Multiplier to arrive at a Best Value award. Your Technical Proposal will be reviewed by an evaluation team appointed by the contracting officer. Only the price proposals for the contractors with the most highly ranked technical proposals will be opened. Complete instructions for submitting your proposal will be in the solicitation package.
