Description
This is a request for information. The Space and Naval Warfare Systems Center - Charleston (SPAWARSYSCEN - Charleston) is soliciting information from potential small business sources for services to support customer processes and systems, to incorporate emerging Department of Defense and Department of Navy information technology, and to maintain systems that will improve organizational efficiency. Specific initiatives include ship and shore architecture development, new standards engineering, prototype installation, application development, data interoperability, system design, system management and maintenance; data collection, analysis, and other management and implementation efforts in support of Task Force Web, NTIRA, OSI Layer Testing, Navy Network Engineering, Data Translation, Data Mediation, Data Mapping and many other current and future similar SPAWARSYSCEN-Charleston Projects. The period of performance will be for a 12-month base period and four one-year option periods, with an anticipated level of effort of 111,400 hours per year. This notice is for planning purposes only. If satisfactory responses are received, a solicitation may be issued for an Indefinite Delivery, Indefinite Quantity type contract with Cost-Plus-Fixed-Fee task orders. Small business firms are invited to submit appropriate documentation, literature, brochures, and references that support their possession of the required specialized experience with the above systems, and their capabilities necessary to meet or exceed stated requirements. Responses shall be submitted to SPAWARSYSCEN ? Charleston, Code 0216JK, PO Box 190022, N. Charleston, SC 29419-9022, or by electronic mail to Jennifer.Kelley@navy.mil. (Request that name of the firm be stated in subject line of email message.) Responses must include the following: 1.) Name and address of firm; 2.) Size of business, including the average annual revenue for the past three years and the number of employees; 3.) Ownership: small, small-disadvantaged, woman-owned, HUBZone, 8(a); 4.) Number of years in business; 5.) Technical capability; 6.) Affiliate information: parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); 7.) List of customers covering the past 5 years; highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER ALL SMALL BUSINESS PROGRAMS INCLUDING 8(A) AND HUBZONE BASED ON RESPONSES HERETO. THE APPLICABLE NAICS CODE IS 541330 WITH A SIZE STANDARD OF $21 MILLION IN ANNUAL RECEIPTS. CLOSING DATE FOR RESPONSES IS 07 FEBRUARY 2003.
