Description
The General Services Administration (GSA) announces the requirement for a General Contractor to expand and renovate the TECATE Border Station. The General Contractor shall provide labor, material, equipment, and incidentals to perform the Tecate Border Station expansion and historical renovation. This will include a new Vehicle Inspections Building built with support features, including a new canopy; a new Commercial Truck, Inspection Operation facility with X-Ray Inspection capability; expansion of the original 2-acre site into a 14-acre site to accommodate the added inspection requirements; a new two lane Primary and six lane Secondary spaces, as well as three bay commercial truck inspection dock to be located East of the Historic building; a new main building with Pedestrian processing building to be constructed adjacent to the existing building; routing from SR-188 to and from the commercial lot of the North and Southbound commercial traffic; and site improvements that will include the relocation of the well, parking, modifications to the intersection of Thing Road. The Historic Renovation will primarily include replacement of HVAC historic finish material and architectural building elements, electrical upgrades, ceiling modifications necessary to provide a safe, energy efficient, healthy and secure environment for the tenants and public. This project requires the Border Station to stay operable through all business hours and throughout all construction phases. The facility to be renovated is within the County of San Diego, CA on the South East end of SR188. This Port has been occupied since the early 1900?s and has been in the planning phase for 13 years. The renovation proposal originated in 1988 and proposed under the Southern Border Initiative. A new access road has been added to provide CALTRANS with vehicle access adjacent to the GSA site to accommodate State Highway inspection operation on the plot of land located East of the GSA site. This is being accomplished through a cooperative agreement with the Federal Government and State Agency (CALTRANS). Gross area of the buildings is 60,108 square feet with exterior covered areas (canopies) of 26,250 sf. Total square footage is 86,358 sf. There are 35 parking spaces, 7 spaces of which belong to Federal employees and Government vehicles. There are no spaces for visitors. Six parking spaces located under the canopy are reserved for non-commercial vehicles for inspection purposes. No space is provided for commercial staging (trucks). Three spaces are allocated for commercial dock, and 15 spaces for Impound Lot. Inspection booths consist of 2-non-commercial vehicle booths (under canopy), 2 primary; and 2 commercial vehicle booths (under canopy) --- 1 entry, 1 exit. The tenants for the Border Station are United States Customs Service (USCS), Immigration Naturalization Service (INS), Food and Drug Administration (FDA) United States Department of Agriculture (USDA). Offerors are hereby requested to contact GSA Contracting Officer Lilia West and register their interest in becoming the General Contractor for the project by February 28, 2003. Construction acquisition for this project will be by Source Selection process. (FAR Part 15). The technical factor is based solely on the contractor?s quantity of past experience and quality of past performance. Cost and technical factors are of equal weight. This solicitation is being made under the Small Business Competitiveness Demonstration Program. Although this procurement is open to large businesses, small and minority businesses are encouraged to participate. All interested contractors are reminded that the successful contractor (if large business) will be expected to place subcontracts to the maximum practical extent with small and disadvantaged contractors as part of their original submitted teams. Before award of the contract the Offeror (if not a small business having an average gross receipts of $4-Million during each of the past three fiscal years) is required to submit an acceptable Subcontracting Plan in accordance with Public Las 95-507. The estimated total construction cost of the project is between 5 and 10 million dollars. Potential offerors are invited to attend a pre-proposal conference/walk-through to be held at the Tecate Border Station, South End of Highway 188 on March 20, 2003, at 10:00 a.m. Attendees must notify the Contracting Officer, Lilia West, via fax (415/ 522-3114) or by sending e-mail to lilia.west@gsa.gov no later than March 14, 2003. Government reserves the option to cancel this solicitation at any time should funding sources and / or availability of funds fail to materialize.
