- The National Cancer Institute(NCI), Developmental Therapeutics Program (DTP), Pharmaceutical Resources Branch (PRB), intends on entering into a sole source contract with Scandinavian Formulas, Inc., 13 N 7th Street, Perkasie, PA 18944 for the purchase of 120 packages each containing 600, one(1) gram strength Enteric coated sodium Phynylbutyrate tablets. PRB, under a Rapid Access to Intervention Development(RAID)mechanism is supporting a pilot clinical study of Phenylbutyrate and Vagancyclovir in patients with Epstein-Barr virus (EBV) positive malignancies. The objective of the study is to determine the rate of EBV lytic phase activation in patients with EBV positive tumors treated with phenylbutyrate; as well as to observe tumor responses for oral phenylbutyrate followed by oral valgancyclovir in patientts with EBV+malignancies, and to determine serum levels of both drugs. This project requires a supply of 72,000 "COATED" 1 gram strength Sodium Phenylbutyrate package in vacuum sealed pouches each containing 600 tablets. Scandinavian Formulas, Inc., is the only source known to the NCI researchers that can provide the requred tablets to complete the planned Phase II pilot study. All rights to this product and trademark triButyrate are owned by Triple Crown America, Inc., US and Fyrklovern Scandinavia AB, Sweden. This is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:30 PM EST (Local Washington, DC time) on February 7, 2003. This aciton is pursuant to 41 USC 253 (1) and under the authority of FAR 6.302-1. This requirement will be procured as a commercial item in accordance with FAR part 12. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
