NA CLOSING DATE: 12 MARCH 2003 ANNOUNCEMENT FOR A-E SERVICES, CONTROL NUMBER 3004 ENVIRONMENTAL A-E SERVICES EUROPE WIDE DESCRIPTION: The U.S. Army Corps of Engineers European District is seeking expressions of interest from firms that would like to propose on the following Indefinite Delivery contract for Environmental A-E Services in Europe. TYPE OF CONTRACTS: Indefinite Quantity/Indefinite Delivery Contracts (ID/IQ) valid for one year, including options for two additional years will be awarded. The total yearly, cumulative amount of the contract is $1,000,000.00, with a maximum amount per de livery order of $300,000.00. The option periods may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. It is anticipated that up to 5 contracts may be awarded to highly qualified f irms. SERVICES REQUIRED: Multi-disciplined A-E services are required primarily for general A-E services for environmental pollution prevention projects, remediation designs, soil and groundwater studies and other environmental services throughout Europe. Projec ts are primarily within Germany, Italy, Belgium, the Netherlands and the Balkans; however, services may be required anywhere in Europe. A-E services may also include underground storage tank surveys, hazardous materials and hazardous waste surveys, develop ment of management plans, studies on specific hazardous materials. Design for both restoration projects and abatement or remediation of other hazardous materials, and, to a lesser degree, pollution prevention type environmental projects may be required. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria A-F are primary. Criteria G-H are secondary and will only be used as tie-breakers among technically equal firms. A. Specialized experience and technical competence within the last 5 years in environmental pollution prevention projects, remediation designs, geological and hydro-geological studies (e.g. soil and groundwater studies), rehabilitation of sanitary landf ills, performance of erosion control, design of environmental compliance projects, and expertise in environmental management systems. B. Qualified personnel in the following key disciplines: civil and geotechnical engineers, environmental engineers, chemists, hydrogeologists, geologists, geophysicist, and environmental scientists. The evaluation will consider for all disciplines edu cation, training, certification, overall and relevant experience and longevity with the firm. Firm's staff must be capable of certifying that all work is in compliance with U.S. and host nation laws and regulations. C. Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. D. Capacity to perform three delivery orders simultaneously within prescribed schedules. The evaluation will consider the experience of the firm and any joint venture partners/consultants in similar size projects and the availability of an adequate number of personnel in key disciplines. E. Knowledge of locality. Firm must demonstrate familiarity with the Europe District's area of operations, U.S. and host nation legal and technical regulations and must have design experience in Germany. F. Firm must have a management plan that shows in block 10 of the SF 255, as a minimum, the firm's management approach, quality control procedures and coordination of disciplines and, particularly, joint venture partners and subcontractors/consultants. G. Volume of DOD contract awards in the last 12 months. H. Geographic proximity: Location of the firm in the general geographic vicinity of the Europe District?s area of resp onsibility. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work are invited to submit two copies of SF 254 (current edition) for the prime firm and all joint venture/consultants and two copies of SF 255 (current edition) to the addre ss below not later than 1200 noon local time on the closing date given on this announcement. Forms may be obtained from the Europe District's A-E Contract Unit located in Room 820 of the Amelia Earhart Center in Wiesbaden, Germany. Information contained in SF 254 and SF 255 should be current and up to date (less than one year old). Firms may be rejected for outdated or missing SF 254s. Block 4 of the SF 255 must show only the staff (including all consultants) available to perform the anticipated work. Disciplines shown on the SF 254 and SF 255 must clearly delineate full-time, free-lance and subcontracted personnel on the staff of each firm. Do not include promotional brochures, advertisements or other extraneous material in your submissions. Block 10 should be limited to approximately 20 pages. This is not a request for proposal. Include your firm's facsimile number and e-mail address in the submittal. PLEASE NOTE: Firms sending submittals via air courier service should state the content value to be no cost or zero. If a monetary value is indicated on the package, the package will be delayed due to customs clearance. The Europe District is not responsi ble for any delays that affect late receipt of submittals.
