Description
The Presidio Trust, a Federal government corporation and 501(c)(3) organization, is soliciting proposals from qualified firms to perform lead-based paint in soil remediation at various sites in the Presidio of San Francisco. The Presidio is a National Park and a National Historic Landmark. Scope of services may include but is not limited to: (a) excavation of soil, both manually and mechanically in building drip lines (within approx. 3 to 5 feet of building) and children?s play areas; (b) profiling and disposal of contaminated soil and wastewater; (c) supplying, placing and compacting (if necessary) fill soil; (d) site cleanup and disposal of all debris and wastes generated by the work; and (e) loading, transportation & disposal of soil. Estimated start date May 2003. The Trust anticipates awarding multiple indefinite delivery/indefinite quantity contracts with base term plus option years. Minimum qualifications include: Current California General Engineering Contractor?s License Class A with Hazardous Substance Removal and Remedial Actions Certification and Current California Department of Health Services Lead Certification (40-hour for supervisors and 24-hour for workers). Davis Bacon Act (U.S. Dept. of Labor prevailing wage rates) applies. Proposals will be evaluated based upon criteria set forth in the Request for Proposals (RFP), including but not limited to: (a) Qualifications including California-based Project Experience; (b) Labor and Material Unit Prices; (c) Key Personnel Qualifications & Experience; (d) Past Performance including references; and (e) Outreach. RFP available approx. February 25, 2003 with proposals due approx. March 25, 2003. DATES ARE TENTATIVE AND SUBJECT TO CHANGE. Qualified small businesses (including small disadvantaged businesses, minority- and women-owned small businesses) are encouraged to respond. The Presidio Trust strongly encourages prime contractors to utilize small businesses, SDBs, HUBZone SBCs, minority- and women-owned small businesses to the fullest extent consistent with efficient contract performance. The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
