U.S. Department of Transportation (DOT), Research and Special Programs Administration, Office of Contracts and Procurement, DMA-30, Room 7104, 400 Seventh Street SW, Washington, D.C. 20590 Ongoing Transportation Service and Infrastructure Assurance Research Activities DTRS56-01-BAA-0002, due November 21, 2001, POC Warren Osterberg, (202) 366-6942. This is Amendment #2 to BROAD AGENCY ANNOUNCEMENT #DTRS56-01-BAA-0002, Titled: Ongoing Transportation Service and Infrastructure Assurance Research Activities, for the United States Department of Transportation, Research and Special Programs Administration (RSPA, Office of Contracts and Procurement (DMA-30), 400 7th Street, SW, Room 7104, Washington, DC, 20590. Amendment #2 is hereby issued to extend the closing date for receiving White Papers until 4:00 PM, EST, November 21, 2001. All other information remains unchanged. GENERAL INFORMATION: This Broad Agency Announcement DTRS56-01-BAA-0002, including all amendments, can also be downloaded via the Internet at: http://www.rspa.dot.gov under Procurement Opportunities. Note that, in addition to FedBizOps, the basic announcement was posted on CBDNet on September 25, 2001 (Printed Issue of September 27, 2001), and Amendment #1 was posted on CBDNet on October 4, 2001 (Printed Issue of October 9, 2001). ion by unauthorized individuals; ( 7) advanced materials and structures to reduce the vulnerability of transportation vehicles or facilities to blast effects - material which can assure the structural integrity of vehicles during their operational phases; and, (8) any other techniques or approaches to assuring the security and safe operation of transportation services. WHITE PAPERS: DOT is soliciting white papers from state and local governments, consortia, industry, and academia on their activities dealing with the topics declared above. Each white paper, not to exceed five pages, shall include sufficient information to evaluate the following areas: (1) Technical merit of the approach or concept; (2) Implementation time line of proposed technologies and concepts into transportation practice; (3) Technical experience and capabilities of the proposer; (4) Cost realism of cost estimate and potential for cost sharing contributions; and (5) Partnerships with Federal and State and/or local agencies and industry groups. All of the above factors are of equal importance. A formal Request for Proposals (RFP) or other type of solicitation regarding this announcement will not be issued. AT THIS TIME FUNDS HAVE NOT BEEN APPROPRIATED FOR THIS REQUIREMENT. NOTHING IN THIS ANNOUNCEMENT SHOULD BE CONSTRUED AS A COMMITMENT BY RSPA TO AWARD ANY OF THE PROJECT AREAS IDENTIFIED ABOVE. An evaluation panel will review all white papers for responsiveness to the evaluation areas stated in this BAA. Offerors providing white papers deemed worthy of further consideration and meeting the criteria of this BAA will be notified with possible suggestions for change in scope and detailed guidelines for submitting full proposals.
