Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) seeks training on critical incident decision making for special agents and staff members. ATF has arranged for a block of rooms for participants at the Eisenhower Inn & Conference Center; 2834 Emmitsburg Road; Gettysburg, PA 17325 in May. The training needs to be motivating, creative, challenging, and entertaining in addition to successfully imparting the teaching points and training objectives. The vendor will structure the presentations to optimize understanding of the critical decisions, or the absence there of, that were made in situations and will facilitate an exchange of ideas to accomplish the training objectives. The training will include an introduction and overview of what is to be accomplished. The vendor must teach blocks of instruction on leadership, critical decision-making, strategic thinking, and other contemporary skills and abilities relevant to today?s law enforcement executive. The instructors shall use a variety of instructional methods to find practical applications for strategic thinking, such as classroom lectures, discussions, demonstrations, practical exercises, case studies, breakout groups, a staff ride, a battlefield tour, group presentations, Socratic examinations, character impersonations, and exhibits. The vendor will include additional speakers, group projects, breakout groups, and discussions as needed to accomplish training objectives. The NAICS Code and Size Standard for this requirement are 611430 and $5 million, respectively. The vendor must prepare and submit to the ATF Office of Training and Professional Development (TPD) a recommended additional reading list, student handouts including a course agenda, course objectives, syllabus, certificate of completion, and other materials as needed for the participants. An agenda, course objectives, a syllabus listing the major events to be included in the seminar with their teaching points, needs to be submitted with each proposal. TPD must receive training materials, books, and information 6 weeks prior to the beginning of the course. The TPD Program and Training Managers will fine-tune the training schedule, individual blocks of instruction, training objectives, and logistics with the vendor prior to the training. TPD will send the bulk items to the participants in advance. Instructors for this training shall have the necessary subject matter expertise and have an advanced degree (preferably doctoral level with an academic teaching, military, or law enforcement background). The vendor must submit a short biographical sketch for each qualified instructor with the proposal. There will be two groups for this 2? day seminar, one May 6-8, and the second May 13-15, 2003. The number of participants will not exceed 30 at each session. A final head count will be provided 5 days before each training session. The vendor must provide a classroom style facility for this session. If the classroom is other than at the Eisenhower Inn and Conference Center, where the participants will be staying, the vendor needs to provide bus transportation to and from the facility. ATF developed specialized training and a business session will begin on Tuesday morning at 8:30 a.m. Lunch on the first day will be on one?s own. The vendor must provide lunch for the participants and staff on the second and third days and return to the classroom for additional blocks of training. Participants will use purchase cards to pay for hotel accommodations, and subsequently be reimbursed. Therefore, hotel accommodations are not to be included in the proposal. Participants are to be responsible for their own travel arrangements from their residence to Gettysburg, Pennsylvania, and return. The following are the deliverables for this requirement: 1) a 2? day critical incident decision making seminar in Gettysburg, Pennsylvania, on the requested dates; 2) Vendor?s instructors and staff, classrooms, class handouts, reception and dinner, two lunches, and bus transportation; 3) Certificates of training for participants upon completion of the seminar; 4) Training materials delivered in bulk to TPD 6 weeks prior to training. The cost for this training should include: all of the training materials and handouts for each session of 30 participants for both sessions, the reception and buffet dinner on the first day, lunches on days 2 & 3 for 30 participants and three ATF staff members for both sessions. All instructor fees, classrooms, audio video equipment, bus transportation for days 1, 2 & 3, (if needed on day 1), and any admission fees required for staff rides in the Gettysburg National Military Park. The vendor shall submit an invoice stating the work performed, dates of training, and the ATF order number. In accordance with the Prompt Payment Act, ATF will make full payment to the contractor 30 days after submission of the invoice. The vendor should invoice the following: Cheryl L. FAR 52.212-01, Instructions to Offerors?Commercial Items; FAR 52.212-02, Evaluation?Commercial Items; FAR 52.212-03, Offerors Representations and Certifications?Commercial Items; FAR 52.212-04, Contract Terms and Conditions; 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 252-02, Clauses Incorporated by Reference; and 1052.204-72, Required Central Contractor Registration. Evaluation criteria are as follows: Past performance of the offeror will be the most significant factor, followed by creativity or innovation of teaching techniques, and instructor qualifications. This requirement will be awarded based on best value to the government. This is an unrestricted requirement. Since the training will not take place in ATF facilities, a security clearance is not required for the vendor and its staff. Vendors must be registered in the Defense Logistics Agency?s Central Contractor Registration Database (www.ccr.gov) to be considered for award.
