Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC MACKINAW (WAGB-83), a 290 foot Icebreaker. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quotes (RFQ), on or about January 27, 2003. The RFQ will be issued electronically on the FEDBIZOPPS web page at http://www.eps.gov/. Please contact Ms. Mia Grant (757) 628-4647 or mgrant@mlca.uscg.mil for assistance using FEDBIZOPPS. Hard copies of the specification and the RFQ will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to mgrant@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendment. Please sign up for the Auto Notification service to receive an e-mail from FEDBIZOPPS when an action is taken under this RFQ. The standard industrial classification code is 3731 and the NAICS is 336611. All Businesses, large and small, are encouraged to submit quotes for the subject requirements. The home pier of the vessel is Cheboygan, MI. All work will be performed at the contractor?s facility. The performance period is forty-two (42) calendar days beginning on or about May 5, 2003. Provide all labor, material and equipment necessary to perform drydock repairs to the USCGC MACKINAW (WAGB-83) including but not limited to the following Base and Option items: (1) Welding Repairs, (2) Clean Fuel and Oil Tanks; (3) Remove, Inspect, and Reinstall Bow Propeller Shaft; (4) Install Government-furnished Water-Lubricated THORDON Bearing (Bow Shaft); (5) Overhaul Bow Shaft Seal Assembly; (6) Remove, Inspect and Reinstall Bow Propeller; (7) Preserve Transducer Hull Rings; (8) Overhaul Valves; (9) Overhaul and Test Heel and Trim Valves; (10) Inspect and Overhaul Duplex Sea Strainers; (11) Inspect and Test Relief Valves; (12) Remove, Inspect, and Reinstall Rudder; (13) Overhaul Anchor Windlasses; (14) Overhaul Anchors and Anchor Chains; (15) Overhaul and Weight Test Motor Surf Boat and Davit Assembly; (16) Preserve Underwater Body; (17) Preserve and Disinfect Potable Water Tanks; (18) Provide Temporary Messing; (19) Provide Temporary Berthing; (20) Provide Temporary Logistics; (21) Routine Drydocking; (22) Renew Deck Plating; (23) Modify Sea Chest; (24) Clean and Inspect Main Diesel Engine, Ship Service Generator and Boiler Exhaust Ducts; (25) Install Sewage Tank Overflow Valve; (26) Overhaul Deck Winch Assemblies; and (27) Preserve Chain Locker. The USCGC MACKINAW is geographically restricted to the Great Lakes. The vessel's minimum depth of water is 26 feet, and the minimum height clearance is 110 feet. Funds are available for this procurement. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. "Attention: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE's)! The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
