Description
The Government has requirements to support the Air Force Information Warfare Center (AFIWC) and other Air Force, DoD and Government as it executes a follow-on program know as Engineering and Technical Services Support II (ETSS II). The core areas covered by this requirement are: 1) Information Operations, 2) Analysis, 3) Training, 4) Information Warfare (IW), 5) Application of Technology to IW, 6) Communication/Computer Infrastructure, 7) Strategic and Modernization Planning and 8) Test and Evaluation. The following are typical tasks that are anticipated in support of IW activities at AFIWC and other agencies: all phases of information protect, model and simulation, development and maintenance, system planning, feasibility studies, system engineering, analysis, prototyping, software development, software/hardware assessment, verification, validation, documentation, software maintenance, systems integration, systems testing, engineering analysis, reports/briefings, engineering design, development of engineering drawings, logistics support, strategic/modernization planning, and training. Task Orders may relate to a single technical area or multiple technical areas. The contractor shall furnish the necessary qualified personnel, materials, facilities (to include but not limited to lease of facilities to support both contractors and government personnel at off-site locations), equipment, travel and other services required to provide the requested engineering and technical support as specified in the Task Orders. The contractor shall perform management tasks throughout the period of performance. To support real-world contingencies and exercises, the contractor shall provide hardware in support of development efforts, lease, or obtain various hardware, software, or spare parts, for delivery to the government, as specified in the individual Task Orders. The intent is to provide hardware and software during a real-world or exercise situation(s) when time is of critical importance. The intent is not to circumvent established government hardware and software procurement procedures. A Top Secret Facility Clearance License will be required in performance of this contract. Personnel performing this effort must be eligible for at least a Top Secret (TS) and possibility a TS/Special Compartmented Information (TS/SCI) security clearance. The Government plans to proceed with an Indefinite Delivery/Indefinite Quantity contract consisting of a minimum and maximum dollar threshold. The expected period of performance is five years. Two types of pricing arrangements are planned; Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF). Agency source selection procedures will be used for this acquisition. Foreign contractors at the prime and subcontracting level will not be permitted to participate in this acquisition. This DRAFT RFP consists of the following: Statement of Work, CDRLs, Cost Models for FFP and CPFF, Section L and Section M. A Pre-Performance Conference is scheduled for 19 Feb 03 at the Air Intelligence Agency, Lackland AFB TX. Additional details concerning this conference will be posted at a later date.
