- Description
- NASA GSFC/WFF plans to issue a Request for Offers for the Revitalization of Communication Ductbank, Phase III, at NASA Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: Providing a multi-tube, concrete encased ductbank system and associated manholes and cable tray system; providing approximately 5500 feet of communication ductbank, concrete encased conduit, precast concrete building, and directional drilling. The Basic Requirement shall be the total price for work as shown on the specifications and drawings, except that work that is identified as Options. Option No. 1 shall be to provide and install approximately 640 feet of 4-way ductbank from Stubbs Boulevard to Building N-162; Option No. 2 shall be to provide and install approximately 1200 feet of new ductbank and manholes; Option No. 3 shall be to provide and install approximately 1110 feet of new cable tray on existing supports and refurbishment of existing cable tray; Option No. 4 shall be to provide and install approximately 840 feet of new cable tray on existing supports and refurbishment of existing cable tray; Option No. 5 shall be to provide and install approximately 800 feet of new cable tray on existing supports and refurbishment of existing cable tray. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor's plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. This procurement is being conducted under NASA MidRange Procurement Procedures. The order of magnitude for the procurement is between $500,000.00 and $1,000,000.00 and the effort shall be completed within 278 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The North American Industry Classification System (NAICS) Code for the procurement is 237130. The corresponding size standard is $28,500,000.00. The anticipated release date of the RFO is on or about March 4, 2003, with an anticipated offer closing date of on or about April 3, 2003. The firm date for receipt of offers will be stated in the RFO. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $75.00. Requests are to be forwarded to: NASA/GSFC, Sandra S. Savage, Code 210.W, Wallops Flight Facility, Wallops Island, VA 23337. Payment must be made in the form of a certified check, company check, or money order, made payable to "NASA", which must accompany the request. No personal checks or cash will be accepted. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. An ombudsman has been appointed -- See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
