- Description
- The National Cancer Insitute (NCI), Tobacco Control Research Branch (TCRB) plans to enter into a sole source contract with American Public Health Association (AJPH), 800 "I" Street, N.W., Washington, D.C., 20001 for publication services for Featured Articles on Tobacco-Related Disparities in the American Journal of Public Health. The National Conference on Tobacco and Health Disparities convened to address the issue and develop a comprehensive research agenda to reduce tobacco-related disparities. More than 400,000 individuals in the U.S. die each year from tobacco-related diseases and many U.S. populations suffer disproportionately from these diseases. The publication of the recommendations and articles that address specific disparate populations is the second step toward translating presentations and data from the meeting into publishable results. The results will be used by funding organizations, institutes, communities, and other stakeholders to help the nation achieve its goals to eliminate disparities and reduce tobacco use in the United States. The publication of these documents will address tobacco use disparities in the areas of basic biology, capacity and infrastructure, community and state, epidemiology, marketing, policy, prevention of tobacco use, psycho social research, surveillance, harm reduction, and treatement of nicotine addition. The populations studied within these domains are defined by race/ethnicity, education, gender, age, income, social class, disability, geographic location, sexual orientation, religion, occupation, mental illness and institutionalization. The American Public Health Association is the oldest and largest organization of public health professionals, it has more than 50,000 members from more than 50 occupations in public health, which will enable NCI to reach a broad audience of researchers and practitioners. The American Journal of Public Health is the only journal known to the government that can provide the above services. This is not a request for compeitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:30 P.M. EDT (Local Washington, D.C. time) on February 18, 2003. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
