Description
This is a request for information to determine whether the government will issue a competitive solicitation. The 55th Contracting Squadron, Offutt AFB, NE is conducting market research to determine whether the government would achieve significant cost savings in acquiring a new contract for the services delineated below. Staffing would not exceed nine man-years per year (@1920 hours per person per year). Companies are invited to submit brief company qualifications, proposed labor classifications/descriptions/grades, and burdened labor rates to perform the services. The entire response should not exceed five pages. The government will review the information provided to determine if it would be cost-effective to acquire a new contract, rather than task current contracts. The government will not divulge proprietary information outside the government, and contractors will not have access to this information. This is a potential requirement for program management, configuration management, meteorological modeling, systems analysis, and data administration services to support ongoing Air Force Weather Agency (AFWA) programs. Program management, configuration management, and data administration would be performed as Advisory and Assistance Services (A&AS), within the meaning of Federal Acquisition Regulation (FAR) Subpart 37.2, for which the contractor/employees would be required to execute non-disclosure agreements pursuant to FAR Part 9.5. Secret security clearances would be required for all services. AFWA collects, processes, and disseminates meteorological satellite data, terrestrial data, space-based sensor data, high-resolution numerical model output, and cloud analysis and forecasting products worldwide. Program management would include providing technical expertise in weapon system life cycle management; providing technical and programmatic recommendations, risk identification/mitigation, program documentation assessments, and technical assessments. Configuration management would include evaluating the identification, control, accounting, and auditing of hardware, software, processes, and documentation. Meteorological services would include systems analysis, recommending scientific improvements, reengineering meteorological models, development/enhancement of software tools, evaluating documentnation/software, tuning meteorological parameters in models and satellite soundings, development and implementation of software programs, participate/conduct software peer reviews, and developing requirements documents for new environmental data sources. Systems analysis would include development/modification of software programs to migrate legacy systems to open architecture, and evaluation of documentation and software. Data administration would include documenting existing and objective data through use of data modeling tools, web-based tools, and text-based documents.
