- F-16 Radar Electro Optical (REO) IU/EU System Request for Information This announcement constitutes a request for information. The Air Force plans to use Falcon Flex Program procedures to replace the existing Radar Electro Optical (REO) Indicator Unit (IU) and Electronics Unit (EU) with a more reliable, longer life REO system that carries a ten-year warranty and has a Mean Time Between Failure (MTBF) of at least 5,000 hours. The Falcon Flex Program encourages the procurement of items using performance based acquisition specifications vice build-to-print requirements. This procurement will be based on "best value" to the government, not necessarily lowest initial procurement cost. The REO system will incorporate state of the art technology and will be compatible with existing hardware and software interfaces in order to maintain form, fit, function and interface equivalence. As a design option, all of the electronics may be contained in the IU box, with the EU box serving as wiring pass through. The information in this request is provided to assist the Air Force in conducting a market survey of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is not a Request for Proposal or an Invitation for Bid. We are seeking contractors who are interested in designing and manufacturing a high reliability REO system using modern technology rather than traditional build to print requirements. The F-16 Logistics Operations Division has a requirement for approximately 800 units. The new REO system will replace the current REO IU (NSN 5841-01-096-3945, P/N 29200-99) and REO EU (NSN 5841-01-096-4833, P/N 29500-109). Interested parties are requested to submit two copies of a summary of the capabilities and facilities they have which will allow them to perform the development and manufacture of the new REO system. A rough order of magnitude (ROM) cost estimate and an estimate of the anticipated time between contract award and first flight article delivery are also solicited as aids in the budgeting process. The cost and schedule estimates are for planning purposes only and the contractor will not be bound by these preliminary estimates. This request for information does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited. Written responses must be submitted by March 10, 2003 to OO-ALC/LGKE, ATTN: Lorraine Vernon, 6072 Fir Ave, Hill AFB, UT 84056-5820. No telephone or fax responses will be accepted. A top-level drawing set describing the current REO IU and EU, the Statement of Objectives, the Performance Based Acquisition Specification, and the Test Plan are available upon request.
