Description
NA The Army Research Laboratory, Systems Analysis Branch of the Ballistics and NBC Division, Aberdeen Proving Ground, MD 21005 intends to award on a sole source basis under the authority of FAR 6.302-1 and 13.5 with Dr. Andrew M. Dietrich, Abingdon, MD for th e purchase of his services as a Subject Matter Expert to conduct vulnerability/lethality analyses; penetration modeling; algorithm and methodology development; and preparation of specialized training materials and engineering applicable to the vulnerabilit y/lethality efforts. All work is to be performed at Aberdeen Proving Ground, MD. A unique combination of scientific knowledge, technical expertise, historical knowledge of past practices and models, experience in developing algorithms and models; and the ability to assimilate complex concepts and distill them into formats suitable for training junior analysts is required for the successful performance of the services. Mr. Dietrich possesses this unique combination of knowledge and expertise. Occasional travel may be required to provide technical services to Army programs. The contractor must be a United States citizen and must have a favorable completed/adjudicated (cleared) National Agency Check (NAC) investigation prior to working on the installation. Award will be made prior to the end of February 2003. The period of performance will be 01 March through 31 Dec 2003. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 7 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon r esponses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone requests will be honored. *****
