- Description
- The Bureau of Reclamation announces its intention to negotiate an indefinite quantity contract for the procurement of professional architect and engineering services in the fields of architectural, civil, mechanical, environmental, and electrical engineering. The work to be performed may include Title I (Conceptual design), Title II (Final design), Title III (Construction inspection), and Title IV (surveying) services. These services are to be provided on a firm-fixed price task order basis in the states of Montana, North Dakota, South Dakota, Wyoming, Nebraska, Colorado, Kansas, Oklahoma and Texas. The contract will be negotiated in accordance with the Federal Acquisition Regulations, Part 36 as implemented by Department and Agency regulations and directives. The performance period will be for one year beginning on the date of award with four prepriced option years. The options may be exercised solely at the discretion of the Government without further competition. The cumulative orders over the life of the contract may not exceed $1,000,000. The principal items of architect-engineer services are as follows: 1) Perform services under individual fixed price task order in any of the above referenced disciplines in any of the specified states. 2) The maximum order limitation for any task order under this contract is $100,000, with cumulative orders over the life of the contract not to exceed $1,000,000. 3) The minimum order that the primary contractor is required to accept is $2,500. Competent firms suitably staffed to perform the required services are invited to submit five copies of an up-to-date Standard Form 254, U.S. Government Architect-Engineer Questionnaire and Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project to the above address. Your Standard Forms must be received by the above office no later than 3:00 p.m., March 13, 2003. Submittals will be evaluated on the following criteria listed in descending order of importance: 1. Professional qualifications including education, work experience, and registration status of personnel. 2. Contractor's experience with Bureau of Reclamation and other Federal Government design standards 3. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules within the last five years. 4. Capacity to accomplish work including the ability to acquire additional personnel or consultants to support expansion or acceleration of a project 5. Location in the general geographical area of the region and knowledge of the locality of the Region. 6. Computer assisted design capability and capacity. This acquisition is unrestricted. The Standard Industrial Classification Code is 8712 and the North American Industrial Classification Code is 541370 and the small business size standard $4.0 Million.
